III. Reasons for Recommendations and Background:(Cont.)
On November 28, 1989 the County applied for TSM Program Funds for a signal project in EI
Sobrante on San Pablo Avenue between Atlas Road and Delmonte Drive. The project involves
interconnecting several existing traffic signals along San Pablo Avenue into one continuous
system. The interconnected signal system will allow traffic to flow more efficiently through the
area with less delay by improving the signal timing.
The reconstruction of existing lanes and the addition of HOV lanes on Interstate 80 will require
an alternative route for traffic during construction. The Metropolitan Transportation Commission
has identified San Pablo Avenue as the best choice for this alternative route. Improvements to
San Pablo Avenue are needed however before it can be utilized as an 1-80 detour. The
proposed County signal project will be the first in a succession of future improvement projects
in the area.
IV. Consequences of Negative Action:
The County would not receive Traffic Systems Management Funds.
