MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February 12, 1991 SUBJECT: Approve and Authorize the Chair to execute State - Local Entity Master Agreement No. SLTPP-5928. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and Authorize the Chair to execute State-Local Entity Master Agreement No. SLTPP- 5928 between the County and the California State Department of Transportation. II. Financial Impact: The execution of the proposed Agreement will allow the County to receive State-Local Transportation Partnership Funds for various road improvement and restoration projects within the County. III. Reasons for Recommendations and Background: On June 28, 1990 the Board of Supervisors authorized the Public Works Director to apply for State-Local Transportation Partnership funds for various road improvement projects. In response to the County's request for State monies, the County received from the California State Department of Transportation the proposed State-Local Entity Master Agreement No. SLTPP- 5928. The Agreement delineates the terms and conditions between the County and the State Department of Transportation under which Senate Bill 300 Funds may be utilized for road improvement and restoration projects within the County. IV. Consequences of Negative Action: The County would not receive State-Local Transportation Partnership Funds. Recommended Action: Approve and Authorize the Chair to execute State-Local Entity Master Agreement No. TSM/FCR- 5928 between the County and the California State Department of Transportation. II. Financial Impact: The execution of the proposed Agreement will allow the County to receive State funds for a signal project under the Caltrans Traffic Systems Management/Flexible Congestion Relief Program. The California Department of Transportation will reimburse the County for the full amount of the signal project estimated to be $78,200. The project cost includes preliminary and construction engineering, project right of way and construction. Program Supplement 001 to the Agreement describes the project and is attached as Exhibit A. III. Reasons for Recommendations and Background: The proposed Agreement delineates the terms and conditions between the County and State Department of Transportation under which TSM Program Funds may be used for the signal project. Reasons for Recommendations and Background:(Cont.) On November 28, 1989 the County applied for TSM Program Funds for a signal project in EI Sobrante on San Pablo Avenue between Atlas Road and Delmonte Drive. The project involves interconnecting several existing traffic signals along San Pablo Avenue into one continuous system. The interconnected signal system will allow traffic to flow more efficiently through the area with less delay by improving the signal timing. The reconstruction of existing lanes and the addition of HOV lanes on Interstate 80 will require an alternative route for traffic during construction. The Metropolitan Transportation Commission has identified San Pablo Avenue as the best choice for this alternative route. Improvements to San Pablo Avenue are needed however before it can be utilized as an 1-80 detour. The proposed County signal project will be the first in a succession of future improvement projects in the area. IV. Consequences of Negative Action: The County would not receive Traffic Systems Management Funds.
