MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: February 12, 1991 SUBJECT: Approve and Authorize the Chair to Execute Program Supplement No. 002 for the Signalization of Port Chicago Highway at Lynnbrook Street. Project No.: 0662-6R1060 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Program Supplement No. 002 which provides State-Local Transportation Partnership Funds for the signalization of Port Chicago Highway at Lynnbrook Street. II. Financial Impact: Execution of Program Supplement No. 002 will allow the County to receive State-Local Transportation Partnership Funds for a portion of the total project cost. The estimated project cost of$119,900 includes construction engineering, construction and contingencies. State funds will be used to reimburse the County for approximately 22% of the estimated project cost. The remaining 78% will be funded by the West Pittsburg Area of Benefit. III. Reasons for Recommendations and Background: On June 27, 1989 the Board of Supervisors approved a resolution authorizing the Public Works Director to apply for State-Local Transportation Partnership Funds for various road improvement projects. The project described by Program Supplement No. 002 is one of several projects that will receive State funding under Senate Bill 300. The project involves the signalization and striping of the Port Chicago Highway and Lynnbrook Street intersection. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Program Supplement No. 003 which provides State-Local Transportation Partnership Funds for widening Byron Highway at Byron Elementary School. 11. Financial Impact: Execution of Program Supplement No. 003 will allow the County to receive State-Local Transportation Partnership Funds for a portion of the total project cost. The estimated project cost of $39,967 construction engineering, construction and contingencies. State funds will be used to reimburse the County for approximately 21% of the estimated project cost. The remaining 79% will be funded by the Discovery Bay Area of Benefit. III. Reasons for Recommendations and Background: On June 27, 1989 the Board of Supervisors approved a resolution authorizing the Public Works Director to apply for State-Local Transportation Partnership Funds for various road improvement projects. The project described by Program Supplement No. 003 is one of several projects that will receive State funding under Senate Bill 300. The project involves widening Byron Highway at Byron Elementary School to create area for a left turn lane. The proposed left turn lane will be 55 feet long and provide a storage area for southbound cars waiting to enter the elementary school parking lot. Currently no such lane exists and cars stopping in the southbound lane to turn left //create a hazard for other vehicles. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Program Supplement No. 004 which provides State-Local Transportation Partnership Funds for the realignment and reconstruction of Neroly Road from Terra Verde Lane to a point 1450 feet south. II. Financial Impact: Execution of Program Supplement No. 004 will allow the County to receive State-Local Transportation Partnership Funds for a portion of the total project cost. The estimated project cost of$143,386 includes construction engineering, construction and contingencies. State funds will be used to reimburse the County for approximately 22% of the estimated project cost. The remaining 78% will be funded by the Oakley/North Brentwood Area of Benefit. III. The improvement to the horizontal curve in this area will allow, traffic on Neroly Road to travel more efficiently and safely. Reconstruction of the current roadway will also be done due to the change in road realignment. IV. Cypress Road will be widened for approximately 1040 feet east from O'Hara Avenue and restriped to provide bike lanes. O'Hara Avenue will improved for 930 feet south of its intersection with Cypress Road. The project will improve both roadways for student and vehicle traffic around the middle school. IV. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Program Supplement No. 007 which provides State-Local Transportation Partnership Funds for the widening of Bailey Road from Canal Road to the EBMUD aqueduct and an overlay project to Willow Pass Road. II. Financial Impact: Execution of Program Supplement No. 007 will allow the County to receive State-Local Transportation Partnership Funds for a portion of the total project cost. The estimated project cost of$446,779 includes construction engineering, construction and contingencies. State funds will be used to reimburse the County for approximately 22% of the estimated project cost. The remaining 78% will be funded by the West Pittsburg Area of Benefit. III. Il. Financial Impact: Execution of Program Supplement No. 008 will allow the County to receive State-Local Transportation Partnership Funds for a portion of the total project cost. The estimated project cost of$168,887 includes construction engineering, construction and contingencies. State funds will be used to reimburse the County for approximately 9% of the estimated project cost. Federal funds and the West Pittsburg Area of Benefit will provide funding for the remaining 91%.
