SUBJECT-.Approve submission of Funding Application #28-509 to the State
Department of Health Services for Childhood Injury Prevention
Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
1. Approve and authorize the submission of Funding Application
#28-509 to the State Department of Health Services in the amount of
$285, 000 for the period January 1, 1991 through June 30, 1993 for
the Department' s Childhood Injury Prevention Program.
,2 . Accept $285, 000 from the State Department of Health Services
(Notice of Award #90-001) for the Childhood Injury Prevention
Program.
3 . Authorize the Health Services Director, or his designee
(William Walker, M.D. ) , to execute on behalf of the County, a
subsequent Standard Agreement.
II. FINANCIAL IMPACT:
Approval of this application and acceptance of the award from the
State Department of Health Services will result in $285, 000 of
funding for the Department's Childhood Injury Prevention Program.
Sources of funding are as follows:
$285, 000 State Department of Health Services
90, 387 County In-Kind
$375, 315 Total Program
This request is for the first year of funding for a two and one-
half year program from .the State Department of Health Services.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Injuries are the leading cause of death among 1 - 19 year olds. In
California, drowning is the number one cause of death for children
under five .years of age. These drownings most often occur in
residential swimming pools, spas and hot tubs. The rate of
drowning incidents increases at roughly the same rate as the number
of pools, spas and hot tubs. Contra Costa County had approximately
750 pools and 1200 spas and hot tubs installed in 1990 alone.
Consequently, the County has a high rate of drowning and near-
drowning.

Only the unincorporated areas of the County are required to comply
with the swimming pool fencing ordinance. The rest of the County
is at high risk for child drowning and near-drowning. Lack of
education and training regarding drowning further exacerbates the.
problem of injury and. death due to drowning and near-drowning.
The Childhood Injury Prevention Project will maintain a Childhood
Injury Prevention Coalition to strengthen other childhood injury
prevention programs throughout the County; work to implement pool
fencing ordinances in all parts of the County, and provide
education and information to community groups, youth groups and
pool owners in CPR, as well as the hazards of swimming pools.
In order to meet the deadline for submission, the application has
been forwarded to the State Department of Health Services, but
subject to Board approval. A Notice of Award has been received by
the Department and a Standard Agreement will be forthcoming. Three
certified copies of the Board Order authorizing submission of the
application and acceptance of the grant award should be returned to
the Contracts and Grants Unit for submission to the State.
