III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Injuries are the leading cause of death among 1 - 19 year olds. In California, drowning is the number one cause of death for children under five .years of age. These drownings most often occur in residential swimming pools, spas and hot tubs. The rate of drowning incidents increases at roughly the same rate as the number of pools, spas and hot tubs. Contra Costa County had approximately 750 pools and 1200 spas and hot tubs installed in 1990 alone. Consequently, the County has a high rate of drowning and near- drowning. The rest of the County is at high risk for child drowning and near-drowning. Lack of education and training regarding drowning further exacerbates the. problem of injury and. death due to drowning and near-drowning. In order to meet the deadline for submission, the application has been forwarded to the State Department of Health Services, but subject to Board approval. A Notice of Award has been received by the Department and a Standard Agreement will be forthcoming. Three certified copies of the Board Order authorizing submission of the application and acceptance of the grant award should be returned to the Contracts and Grants Unit for submission to the State.
