Representative and allocate them .to .salary level C5-1576 ($2196-2670) of the basic
salary schedule. Reclassify positions and incumbents as, shown on"the-.attached.

Basic/Exempt Salary Schedule, as described above.

HEALTH PLAN SALES REPRESENTATIVE
DEFINITION:
Under general direction, represents the Contra Costa Health Plan
to organizations, senior citizens and other potential new subscribers;
conducts sales activities to increase Health Plan enrollment .levels;
monitors services and renews existing contracts; and performs related work
as required.
DISTINGUISHING CHARACTERISTICS:
Positions in this class are located in the Marketing Office of
the Contra Costa Health Plan. Health Plan Sales Representatives are
assigned as product line specialists marketing Health Plan services to
Medicare recipients or commercial accounts including conducting employee
open enrollments. Incumbents function as outside sales representatives and
typically spend the majority of their time either in the field presenting
the health plan to individuals, groups, employers or, on the telephone
conducting direct sales activities.
This class is distinguished from Health Plan Medi-Cal Enroller in
that incumbents of the latter are product line specialists who market the
Health Plan to Medi-Cal recipients.
,----Supervision of this class is provided by the Health Plan Sales
Manager.
TYPICAL TASKS:
Develops prospect or lead lists and resources for use in direct
selling, using techniques applicable to the assigned. product line; conducts
direct sales activities including such things as telemarketing, individual
or group presentations and networking with employers and business groups;
makes group presentations designed to expand and retain membership;
coordinates open enrollment activities; represents the Health Plan at trade
shows, health fairs and other such events; services group accounts in order
to facilitate contract renewal and member retention; attends sales meetings
and training sessions as required; keeps track of and reports sales
activities; assists with market surveys or planning activities and
recommends new or revised product benefit lines; undertakes and implements
promotional activities such as direct mail. and newspaper advertisements;
prepares a variety of reports and correspondence; may assist other product
line specialists on an as needed basis.
MINIMUM QUALIFICATIONS:
License Required: Possession of a valid California Motor Vehicle
Operator's License.
Education: Possession of a bachelor's degree from an accredited
college or university with a major in Marketing, Communications, Public
Relations or a closely related field.
Experience: Eighteen months of full-.time experience or its
equivalent as a field sales representative.
Substitution: 1) Additional qualifying experience of the type
noted above may be substituted for the required education on a .
year-for-year basis up to a maximum of two years; 2) Six months of
additional qualifying experience may be substituted for the required
academic major.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices .of successful sales
work including effective selling methods and closing techniques; knowledge
of business mathematics; ability to analyze data and prepare succinct
benefit comparisons; ability to prepare sales presentations and apply sales
techniques; ability to explain complex services and coverages in simple,
understandable terms; ability to develop prospect lists and conduct
marketing surveys; ability to communicate verbally and in writing; ability
to relate with a wide variety of business and professional people; ability
to track and report sales activities and results; ability to get along
effectively with the public and co-workers.

HEALTH PLAN MEDI-CAL ENROLLER
DEFINITION:
Under general direction, presents the Contra Costa Health Plan to
individuals who are potential new Medi-Cal members; conducts sales
activities for the purpose of increasing Plan enrollment levels; and
performs related work as required.
DISTINGUISHING CHARACTERISTICS:
Positions in this class are located in the Marketing Office of
the Contra Costa Health Plan. Incumbents are normally assigned as product
line specialists marketing Health Plan services to Medi-Cal recipients.
They function as outside sales representatives and typically spend the
majority of their time in the field canvassing door to door, or
telemarketing for the purpose of scheduling sales appo.intments..
This class is distinguished from Health Plan Sales Representative
in that incumbents of the latter are responsible for marketing the Health
Plan to commercial and Medicare subscribers.
Supervision of this class is provided by the Health Plan Sales
Manager.
TYPICAL TASKS:
Searches out Medi-Cal neighborhoods and follows leads as
resources for use in direct selling using .techniques applicable to the
assigned product line; conducts direct sales activities including such
things as telemarketing, door to door solicitation and individual or group
presentations designed to expand and retain membership; attends. sales
meetings and other training sessions as required; keeps track of and
reports sales activities as instructed; assists with market surveys or
other planning activities; participates in promotional activities such as
direct mail and newspaper advertisements;, may assist other product
specialist on an as needed basis.
MINIMUM QUALIFICATIONS:
License Required: Possession of a valid California Motor Vehicle
Operator's License.
Education: Possession of a high school diploma, G.E.D.
equivalency or. California High School Proficiency Certificate.
Experience: One year of full-time experience or its equivalent
as a field sales- representative.
Special Requirement: Within 30 days of employment all new hires
must successfully pass the State of California examination for Marketing
Representative (Knox-Keene license certification) .
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices of successful sales
work including effective selling methods and closing techniques; ability to
prepare sales presentations and apply sales techniques; ability to explain
complex services and coverages in simple; understandable terms; ability to
communicate verbally and in writing; ability to track and report sales
