SUBJECT: REPORT ON THE HOUSING TRUST' FUND TASKFORCE'
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Reaffirm the Board' s position that the purpose of the
Housing Trust Fund is to try to assist young people who are
employed in Contra. Costa County and. who are interested in
settling in this County to purchase. a home in this County,
including County employees who otherwise might not be able.
to afford to live in the County in which they are employed.
2 . In regard to the priorities which are listed on the attached
report from staff under preliminary policy guidelines,
clarify that the. Board's priorities are as follows:
First Priority - home ownership program in the form of a
shallow subsidy to be provided to low/moderate income:
households.
Second Priority - Programs and projects: to assist very-low
income households in obtaining. affordable. rental housing..
3 . In further clarification of the Board' s priorities-, concur
that none of the funds in the. Housing Trust Fund are to be
used for program to assist the homeless., since the County
has numerousother programs- in place to assist the homeless.
4. Request staff from the Community Development Department. to
communicate the Board' s priorities to the. Housing Trust Fund
Task Force and to share the Task Force's response with the
1992 Internal Operations Committee.

BACKGROUND:
On August 21, 1990 the Board of Supervisors. created and on
October 30, 1990 the Board expanded. the Housing. Trust Fund Task
Force and appointed its members. Our Committee was asked to
provide oversight to the work of the. Task Force. The Task Force
has had two meetings., the conclusions. of whish are contained_ in
the attached memorandum from Jim Kennedy.
On November 25, 1991 our Committee met with Jim Kennedy and
Kathleen Hamm from the Community Development. Department... In.
reviewing Mr. Kennedy' s memorandum. it seemed;. clear to our
Committee that the Task. Force has misinterpreted the. Board-' s
intentions in terms of the. purpose of the Housing Trust Fund and
the role of the Task Force. It is our Committee' s belief that
the Trust Fund was established for the. purposes outlined- above- in
our .recommendations, not. as_ a source of support. for programs for
the homeless or even primarily for- assistance to low income.
individuals. to obtain rental housing in the County.
Our Committee also believes. that the role of the Task Force is to
provide advice to the Board. of Supervisors on sources and
composition of the Housing Trust Fund., not how to spend the- Trust.
Fund. We are, therefore, asking the Board. to concur with our
Committee' s understanding of the role of the Task Force and the
purpose of the. Trust. Fund so that the, recommendations the Board
receives from the Task Force in the future will be consistent.
