SUBJECT: REPORT RECOMMENDING APPOINTMENTS TO THE EQUAL EMPLOYMENT
OPPORTUNITY ADVISORY COUNCIL

RECO14MENDATIONS
1. Add to the Advisory Council on Equal Employment Opportunity
as created by the Board of Supervisors on July 9, 1991 two
additional seats as follows:
A seat for a representative of labor who is involved in
training programs.
A seat for a representative of a minority-owned business.
2 . Modify the Board' s Order of July 9, 1991 on this subject so
that all terms of office expire November 30 rather than
October 31 .
3 . Modify the staggered terms of office outlined in the Board' s
Order of July 9, 1991 on this subject so that of the initial
appointees, the terms of four shall expire November 30,
1992, four shall expire November 30, 1993 and three shall
expire November 30, 1994.
4 . Appoint to the seat for the disabled on the Advisory Council
on Equal Employment Opportunity for a term expiring November
30, 1992:

appointment to the two seats representing employee
organizations and the fourth seat representing women,
minorities and other protected groups.
10. Request the Affirmative Action Officer to convene the first
meeting of the Advisory Council on Equal Employment
Opportunity as soon as possible after January 1, 1992 and as
soon as all seats on the Council have been filled, whichever
is later.
BACKGROUND:
On July 9, 1991 the Board of Supervisors created an Advisory
Council on Equal Employment Opportunity and authorized our
Committee to seek applicants for each of the seats on the
Council. Extensive advertising has been conducted and a number
of individuals have applied for the various categories on the
Council.
On November 25, 1991 our Committee interviewed the applicants for
the seat reserved for the disabled and the seats reserved for
women, minorities and other protected groups. We were most
impressed with the quality and dedication of all of the
applicants. We were, therefore, faced with a most difficult
series of choices. We have, therefore, , recommended that the
Council be expanded from nine to eleven seats by adding one seat
for a representative of labor who is involved in training
programs and a seat for a representative of a minority-owned
business. We are also suggesting that the terms of office be
moved to expire November 30 rather than October 31 since it has
taken us longer than we had anticipated to fill all of the seats.
We are still awaiting nominations from employee unions and will
consider those two seats as well as the last seat for women,
minorities and other protected groups at our next Committee
meeting. We hope to make final recommendations to the Board for
appointments to these last three seats on December 17 , 1991.
