Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee the oversight of the . Career Development Employment Program and direct the . Director of Personnel to make a report to the 1992 Internal Operations Committee on the status of the program by May 1, 1992 so that the Board is aware of any fiscal implications from the program before getting into budget hearings . 2 . Remove as a referral to our Committee and instead refer to the. 1992 Internal Operations Committee the oversight of the prospective study of the incidence of cancer in Contra Costa County and direct the Health Services Director to provide a status report. to the 1992 Internal Operations Committee by April 1, 1992, and quarterly thereafter, including the status of applications for funding. 3 . Remove as a referral to our Committee and instead refer to the Economic Development Committee the North Richmond Shoreline Joint, Planning Project which was referred to our Committee by the Board of Supervisors on December 18, 1990 on the basis. that it is more appropriately an economic development issue. Remove as a referral to our Committee the resignation of Sue McNulty Rainey as the representative from the Solid Waste Commission to the Hazardous Materials Commission and instead request the County Administrator, in consultation with the Hazardous Materials Commission and Integrated Waste Management Plan Task Force to consider the wisdom of adding a seat to the Hazardous Materials Commission from the Integrated Waste Management Plan Task Force in order to provide for the necessary liaison on matters on which both the Hazardous Materials Commission and the Integrated Waste Management Plan Task Force appear to have jurisdiction or a legitimate interest, such as household hazardous waste, used oil recycling, small quantity generators and similar issues . 5 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the agreement with Acme Landfill in which the County agrees to pledge revenue from County regulated transfer stations and/or landfills for postclosure costs for the Acme Landfill . 5 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the proposal to establish a GBF Landfill Closure Committee, pending recommendations from Supervisor Torlakson on the composition of such a Committee. 7 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the possible uses of the solid waste tipping fee which is to be used to acquire additional open space and support the agriculture industry in the County. 8 . Remove as a referral to our Committee and instead consider at the Board' s hearing on the subject of Regional Government on December 10, 1991 the Report from Bay Vision 2020 . 9 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the consideration of a host mitigation fee for Acme Transfer Station. 10 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the proposal to expand the . Concord Convention and Visitors Bureau. In this regard, request the County Administrator' s Office to report to the 1992 Internal Operations Committee by February 1., 1992 on the status of the proposal to expand to Walnut Creek and the response from the City of Walnut Creek. 11 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee for oversight the status of work by the Public Information Committee in providing better information on County activities and functions and respond to media requests. 12 . Remove as a referral to our Committee and instead request the County Administrator to respond to the letter from the Diocese of Oakland requesting that in establishing priorities for federal child care funds that the County keep in mind the needs of families with children in Roman Catholic schools . 13 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee the current vacancy on the Human Relations Commission resulting from the resignation of Sherry Ann Nichols . It was and remains the intent of the Board of Supervisors to fill this vacancy with a disabled individual, preferably from Supervisorial District III . Request in this regard that the Coordinator for the Human Relations Commission work closely with the I .O. -3 -3- County's Affirmative Action Officer in attempting to contact organizations which represent the disabled and which might be interested in having a seat on the Human Relations Commission and return to the 1992 Internal Operations Committee when a sufficient number of applications are available for this seat on the Human Relations Commission. 14 . Remove as a referral to our Committee the request from Dr. Alfred Hexter that the Board support a Constitution Amendment to change the manner of assessing property taxes and instead request the County Administrator to advise the Board of Supervisors periodically of the status of judicial and legislative efforts to modify the manner in which property taxes are calculated in California as events warrant such reports. 15 . Remove as a referral to our Committee and instead refer to the 1992 Internal Operations Committee the proposal that the County participate with the Mayors ' Conference and School Boards Association in an Annual Government Efficiency Award. BACKGROUND: During the 1991 calendar year a number of issues have been referred to our Committee which are still on referral . For one reason or another, some of these are not yet ready to be addressed by our Committee. In other cases, further work is needed on the issue before it is ready for discussion with our Committee and the Board of Supervisors . We are returning a number of these issues to the Board of Supervisors at this time and recommending various dispositions on the issues .
