Coordinators to. meetings of the 1992 Internal Operations Committee when status reports like this one are discussed and invite those who will be preparing: the agenda for forthcoming meetings of the Coordinating Committee to likewise join the 1992 Internal. Schroder Supervisor Sunne W fight McPeak INTERNA TIO COMMITTEE FROM: Mark Finucane Health Service Director SUBJECT: Update on Countywide Drug and Alcohol Action Plan DATE: November 25, 1991 The following is a report from the Health Services Director on the status of the implementation of the Countywide Drug and Alcohol Action Plan. * Contra Costa County's efforts in developing a community-wide alcohol and other drug action plan was highlighted state-wide in the recent CommunityWorks conference held in Sacramento on October 28 - 29, 1991. The conference, hosted by the state Department of Alcohol and Drug Programs, focused on the need for enhanced community planning through the state-mandated Master Plan process. Sup. Sunne McPeak was a featured plenary speaker, and she highlighted the Action Plan efforts in this county (which pre-. dated the state-wide Master Plan process) and strongly encouraged other county supervisors across the state to involve themselves in community-based planning efforts. * The latest meeting of the Countywide Coordinating Committee was held at St. Mary's College on Thursday morning, November 21, 1991. Turnout was excellent, numbering near seventy (70) . The regions took on an increased role in the planning of this meeting, which, in addition, to hearing regional updates, allowed for evaluation of Action Plan efforts to date. See Attachment A for copy of planning survey and survey results. The outcome of this meeting resulted in the formation of a planning committee to: determine future Action Plan priorities, evaluate Action Plan efforts, and help define a concrete role for the Countywide Coordinating Committee. * The Contra Costa Prevention Institute kicked off on November 1 -2 , 1991 at the beginning of November in South County with "Community Organizing: Community Change". This training took place in South County at the Danville Congregational Church. A total of fifty five (55) participants attended over the two- day period, and they gave high evaluations for this course, . which delved into the nuts and bolts of community organizing techniques and tactics. See Attachment B for schedule of remaining four trainings. * Clergy Forum on Alcohol and Other Drug Issues: this series of well-attended luncheon presentations concluded on November 20, 1991 with a training on responsible social hosting during the holidays. These workshops, sponsored by Health Services Department, are a follow-up to the successful Clergy Symposium which was held last spring. An expanded clergy advisory group will now begin planning for Clergy Symposium II. See Attachment C for recent press clipping on this forum. * A successful presentation on the Drug-Free Workplace Act was held on November 1, 1991 in South County at the San Ramon Valley Regional Medical Center. A total of sixty-two (62) employers attended, including UPS, Allstate Insurance, and Lucky Stores. The training was co-presented by Bob Kadjan and Kathy Padro, both of Alcohol and Drug Abuse Administration. * A community forum on black women and health issues, titled "Celebrating and Supporting Black Women in the 90 's" , was held on Saturday, November 16, at the Richmond Auditorium. Joyce White, West County Action Plan coordinator, of Alcohol and Drug Abuse Administration, was central in helping plan this successful event, which drew about one hundred (100) women and thirty (30) children. See Attachment D for recent press clipping. * We are pleased to announce that we have been instrumental, through Congressman George Miller's office, in compelling the Federal Bureau of Alcohol; Tobacco, and Firearms (BATF) to propose new federal regulations regarding the labeling and advertising of misleading and deceptive wine containers (see Attachment E for announcement of proposed rules) . As a result of nation-wide advocacy efforts, stimulated by the CISCO debates, BATF recently withdrew their label approval for PowerMaster, a high-alcohol malt liquor. The brewer then agreed to stop selling the product entirely.
