SUBJECT: REPORT ON 'FEASIBILITY OF IMPLEMENTING PROPOSALS RELATING TO'
THE CRIMINAL JUSTICE SYSTEM
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOIOTMATIONS':
1 . That the County Administrator ask the Criminal Justice
Executive Council to schedule time when Supervisor Powers
can be present to discuss his proposals and recommendations
;with the Executive Council and begin a. dialogue over these
and related issues.
2 . That the County Administrator prepare a letter to the
Presiding Judge of the Superior Court and the Presiding
Judge of the Bay Judicial District of the Municipal Court
for the Chairman of the Board of. Supervisors ' signature,
asking that they review and comment on the recommendations
made by Supervisor Powers, specifically those.
recommendations which are within the jurisdiction of the
Superior and/or Municipal Court.
3 . Agree that if a vacancy occurs on the Bay Municipal Court
Bench in the near future, the Board of Supervisors should.
consider endorsing the appointment of Deputy District
Attorney David G. Brown to the Municipal. Court Bench and so
indicate. in writing to the Governor of California..
4. That the County Administrator provide a status report to
Supervisor Powers and the other members of the Board of
Supervisors on the plans for providing a Jury Assembly Room
in the Richmond County Building.

5. That the County Administrator provide staff to meet with
_ Supervisor Powers to assess the specific needs of the West
County community_ in relation to the judicial system and
provide whatever assistance, planning, organizing and
liaison is needed in order to further the goals set forth by
Supervisor Powers in his June 11, 1991. referral to our.
Committee.
6. Remove this item as a referral to our Committee.
BACKGROUND:
On June 11, 1991, at the request of Supervisor Powers, the Board
referred to our Committee the attached. paper, setting forth a
concern regarding the extent to which the members of the West
County community are adequately aware of and able to access the
criminal justice system. Many of the issues. which. are raised by
Supervisor Powers are solely within the purview of the Superior
Court and/or Municipal Court. Others require the cooperation and
participation from various elements of the criminal justice.

We concur with the comments of District. Attorney Gary Yancey in
his attached memorandum, suggesting that if there - is a vacancy
created on the Bay Municipal Court Bench in the near future that
the Board endorse the appointment of Deputy District Attorney
David G. Brown.
