BACKGROUND: On June 11, 1991, at the request of Supervisor Powers, the Board referred to our Committee the attached. paper, setting forth a concern regarding the extent to which the members of the West County community are adequately aware of and able to access the criminal justice system. Many of the issues. which. are raised by Supervisor Powers are solely within the purview of the Superior Court and/or Municipal Court. Others require the cooperation and participation from various elements of the criminal justice. system as well as the community at large. We concur with the comments of District. Attorney Gary Yancey in his attached memorandum, suggesting that if there - is a vacancy created on the Bay Municipal Court Bench in the near future that the Board endorse the appointment of Deputy District Attorney David G. Brown. cc: Supervisor Tom Powers.
