SPECIFIC REOUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve the fees set forth on the attached 'Exhibit A
pursuant to Ordinance Code section 18-2 . 002 .
FINANCIAL IMPACT:
With the Board of Supervisors '• adoption of the fees proposed
on Exhibit A, the Sheriff ' s services necessary for the
administration and enforcement of the bingo, Cardroom, and
massage services ordinances will more accurately reflect and
provide for actual and necessary enforcement and administration
costs .
REASONS FOR RECOMMENDATION/BACKGROUND: \
1 . The Sheriff presently cannot inspect, monitor, or take
enforcement action in Contra Costa County' s cardrooms , bingo
parlors , and massage parlors because his personnel have been
further reduced in the recent budget process .
2 . The Sheriff cannot abdicate his responsibility to
regulate gaming to the State of California because the State is
not able to fill that void and will not inspect, monitor, or take
enforcement actions in local cardrooms., bingo parlors , and
massage parlors .
3 . There is a pressing need for trained law enforcement
personnel to conduct regular inspections at local cardrooms,
bingo parlors , and massage parlors .

4 . Analysis of the fee structures in the current bingo,
cardroom, and massage services ordinances indicates that the
costs to the County for providing the Sheriff ' s services
.necessary for administration and enforcement of these ordinances
should be adjusted to more accurately reflect actual and
necessary costs .
5 . The adoption of the proposed fees will provide the
County with the revenue needed to inspect, monitor, and take
enforcement action in cardrooms , bingo parlors , and massage
parlors .
CONSEQUENCES OF NEGATIVE ACTION:
If the Board does not approve the fees set forth on the
attached Exhibit A, the Sheriff will not be able to perform his
legal responsibilities regarding cardrooms, bingo parlors , and
massage parlors, and the notice made under Government Code
section 66018 will have been unnecessary.

Attached for your information is a survey of counties and
cities throughout California regarding the practice of
permitting cardrooms in the unincorporated area of the
County: You may find the conclusions and observations of
the Sheriff ' sstaff of some interest in preparation for the
hearing on Tuesday morning proposing changes in the fees
charged by the Sheriff for various cardroom purposes .

Subject Cardroom Information
The question arose as to how many counties allow cardrooms in the unincorporated area of
the.county.
The Department of Justice was contacted and have ascertained that 23 counties allow
cardrooms in the unincorporated area.
The following observations have been made:
1. The large metropolitan areas, such as San Francisco, Santa Clara, Los
Angeles, Orange County, and San Diego County all prohibit cardrooms in the
unincorporated area of the county.
2. The entire greater Bay Area, ten counties, all prohibit cardrooms, with the
exception of Contra Costa County.
3. Of the 23 counties allowing cardrooms in the unincorporated areas, they
mostly seem to be the small mountain area, Northern California, or desert
counties.
4. For the purpose of comparison, we have used some of the more active cities
and counties involved in card-ooms.

NOTES: Large metropolitan areas, such as Los Angeles, San Diego, San Francisco,
Santa Clara, Orange all prohibit crdrooms in the unincorporated area.
The entire greater Bay Area Counties prohibit cardrooms in the
unincorporated area, with the exception of Contra Costa.
Almost all the above Counties are small, sparsely populated Counties in the
Northern California, along the Sierras, and the desert areas of California.
The vast majority of crdrooms are issued within cities, rather than within
the unincorporated areas of counties.
