HomeMy WebLinkAboutMINUTES - 12031991 - 2.2 ". 002 TO: BOARD OF SUPERVISORS FROM: Sara Hoffman - Solid Waste Manager 2Contra DATE: December 3, 199Costa SUBJECT: „ (� ��''�/ SUBJECT: Interim Transfer Station Rates SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ACCEPT Deloitte & Touche's analysis of the Acme Interim Transfer Station Rate Analysis; APPROVE an Interim Transfer Station rate of $71. 61 per ton effective immediately; and DIRECT Acme to submit its mid-year adjustment application no later than March 1, 1992 . BACKGROUND/REASONS FOR RECOMMENDATIONS Deloitte & Touche has thoroughly analyzed Acme's rate application which requested a rate of $75.76 per ton. Deloitte & Touche is recommending $71. 61 per ton. Adjustments were made in the areas of outside repairs and parts, administrative expenses, ' legal fees, _officersI salaries and directors' fees, projections on the life of the interim transfer station, projected consulting fees, projected put-or-pay obligations and amortization of roadway mitigation fees paid to Alameda County. The closure/post closure rate component is a flat amount which would be applied uniformly to. all waste received at the interim transfer station. At the Board's direction, staff is currently discussing a closure agreement with Acme Fill under which a variable surcharge would be applied in accordance with a formula which takes into account the historic use of the landfill. A timely mid-year adjustment. review of the rates will be very necessary. Alameda County is currently considering increases in mitigation fees. There may be variations in the relative tonnages being disposed at Portrero Hills Landfill in Solano County' and Altamont Landfill in Alameda County. Additional volume variances may occur due to the operation of the Contra Costa Sanitary Landfill in Antioch. In addition, the Keller Canyon Landfill may be operative, which would necessitate a revision of the rates to reflect the changes in transportation costs and tipping fees. IT IS BY THE BOARD ORDERED that the above recommendation is APPROVED; and, the appeal by Robert Pelta, et al from the decision made by the Community Development Department, Planning and Zoning Division to grant a building permit ( #174411) to Patrick Geoghegan to build a single family home on Clement Avenue in San Pablo is DENIED; and staff is DIRECTED to explore reasonable zoning regulations for the mitigation of the types of impacts created by lot inconsistency with neighborhoods.
