HomeMy WebLinkAboutMINUTES - 12031991 - 2.1 Mo THE BOARD OF SUPZWISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 3, 1991 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 91 /77A SUBJECT: Approval of Double-Handed Poker (also called Pai Gow Poker) as a Lawful Game in Cardrooms Licensed by Contra Costa County Pursuant to Ordinance Code section 52-3. 107, subject to the following conditions, the Board of Supervisors authorizes double-handed poker (also called pai gow poker) as a lawful game in. Cardrooms licensed by Contra Costa County., A. Double-handed poker shall be played as follows: 1 . Double-handed poker is played with a standard 52-card deck, or with 53 cards when "played. with a joker, 54 cards when played with two jokers, etc. 2. The cards are dealt singly, face down, into a maximum of eight hands, with each hand containing seven cards ( "the deal" ) . The undealt cards are discarded. 3 . In each round of play, one of the hands is designated as the dealer hand ( "player-dealer" ) . The player- ealer plays against the other players at the table and controls the game. 4 . In any given round of play, prior to any of the hands being disclosed, the player-dealer is required to place a bet and the other players place their bets. The other seated players may place bets on any hands to be played againstthe player-dealer. Standing players may place separate bets on the hands. of any or each player seated at the table. A minimum wager maybe required of each wagerer. The same minimum wager may be required of the player-dealer. 5 . Following the betting, the hands are distributed to the seated players as follows: (a) The player-dealer selects the hand to be distributed first; (b) That selected hand is distributed to a randomly selected seated player; (c) the remaining hands are then distributed to the remaining seated ,players in order. 6 . The players then arrange them into two hands, one consisting of two cards known as the front hand, the other consisting of five cards known as the back hand. In arranging the cards, the back hand must outrank the front hand. The ranking of the hands is the same as in draw poker. There are no discards. Standing players and seated players may participate in the determination' of how to arrange the cards in the hand(s) on which they have bet. However, the player who has placed the first highest bet on the hand will have the final say as to how the hand is arranged. 7 . Moving clockwise from the first hand distributed, the player- dealer compares hi.s. or her front and back hands against those held by each other player. The goal of thegameis to achieve both the highest ranking front hand and the highest ranking back hand. A win occurs when one player's front hand and back hand outranks the corresponding hands of his or her opponent. If a player's front and back hands do not outrank the corresponding hands of the player-dealer, the player-dealer wins. Conversely, if a player's front and back hands outrank the corresponding hands of the player-dealer, the player wins. If there is a tie on either the front hand or the back ;hand, the player-dealer wins the respective hand or hands that are tied. If a player wins one hand, but not the other, it is a "push, " and neither the player nor the player-dealer wins . RESOLUTION NO. 91/778 8 . A :round of play; terminates when either all players ' hands are played and wagers are settled' or the player-dealer position wins or loses the amount wagered on that position, whichever occurs first. The bets on each hand are paid or collected in the order bet, limited to the amount wagered on the player-dealer position. In the event the round of play ends before all players at thetable have had an opportunity to compare their hands against the hand of player-dealer, wagers on those hands are returned to the wagerers . 9 . The player-dealer position rotates among all the seated players so that each has the opportunity to be the player-dealer. . 10. Although the actual dealing of the cards may be done by a cardroom employee, the cardroom dealer does not participate as a player in the game and has no interest in the outcome of the game. No seated or standing player ever plays against or makes a wager against the cardroom dealer.
