SUBJECT: Approve and Authorize the Chair to Execute Program Supplement No. 13 for the Empire
Avenue Reconstruction Project.

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chair of the Board to execute Program Supplement No. 13
which provides a maximum of$141,694 from the State-Local Transportation Partnership Program
for the Empire Avenue Reconstruction Project.
II. Financial Impact:
Program Supplement No. 13 entitles the County to receive $141,694 from the Transportation
Partnership Program for costs related to construction engineering, contract cost and
contingencies of the project.
III. Reasons for Recommendations and Background:
On June 26, 1990 the Board authorized the Public Works Director to apply for Senate Bill 300
funds for various road improvement projects. The reconstruction project of Empire Avenue is
one of the projects submitted in the second funding cycle of the Transportation Partnership
Program (Senate Bill 300).
On August 7, 1990 the application for funds of the project was accepted by the California
Department of Transportation.

III. Reasons for Recommendations and Background:(Cont.)
On February 12, 1991 the Board approved the State-Local Entity Master Agreement No. SLTPP-
5928 between the County and the California Department of Transportation. The Agreement
entitles the County to receive the State share of funds for road projects that were accepted in
the State-Local Transportation Partnership Program.
IV. Consequences of Negative Action:
The County will not receive the Transportation Partnership funds for this project.
