SUBJECT: APPROVAL OF 1992 HEAD START DELEGATE AGENCY CONTRACTS AND AUTHORIZATION
FOR AUDITOR-CONTROLLER'S OFFICE TO ADVANCE FUNDS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
ACCEPT 1992 Head Start grant funds in the amount of $3 ,42`3 ,429;
APPROVE Head Start Contracts for the period of January 1 , 1992,
through December 31, 199'2`; AUTHORIZE the Director, Community
Services Department, or her designee to sign Contracts with the
following agencies:

The balance of $1,432,656 will go towards the County's Grantee
Operated Programs and for administrative services. No County funds
are involved with this request.
AUTHORIZE the Auditor-Controller's Office to advance funds to
Contractors pending receipt of funds.

II. FINANCIAL IMPACT
None. Funding from this grant for the period of January 1, 1992,
through June 30, 1992, is already reflected in the Department's FY
1991-92 budget. Funding for the period of July 1, 1992, through
December 31, 1992, will be reflected in the Department's FY 1992-93
budget.
III. CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve these contracts will result in the layoff
of County Delegate Agency staff, as well as the loss of contract
related services to approximately 872 Head Start children.
IV. REASONS FOR RECONNM(DED ACTION.
The Administration for Children and Families has allocated
$3,423,429 for Contra Costa County to provide Head Start services
to 872 program-eligible children and their families for the period
of January 1, 1992, through December 31, 1992.
The Department expects formal notification by the end of December,
1991. To permit a smooth transition from 1991 to 1992, it is
recommended that the Auditor-Controller's Office be directed to
advance County funds to the above-referenced Contractors for 1992
program activity pending receipt of Head Start funds. This request
is made in the event that grant approval is not received by the end
of December.
These contracts will be reviewed and approved by County Counsel as
to form prior to issuance.
