Spooner, Contracts Administra Costa DATE: November 14, 1991 County SUBJECT: Approve Standard Agreement #29-202-48 with .the State Department of Health Services for Family Planning Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Standard Agreement #29-202-48 (State #91-12416) effective July 1, 1991 through June 30, 1994 with the State Department of Health Services for the County's Family Planning Services. This Standard Agreement provides a maximum reimbursable amount of $70, 900 per fiscal year not to exceed a total of $212,700 during the term of the Agreement. II. FINANCIAL IMPACT: Approval of this agreement will result in a maximum reimbursable amount of $212 ,700 of State funding for family planning services for the three-year term of the contract. This agreement actually encumbers only $70,900 for FY 1991-92 . Funding beyond this fiscal year is contingent upon the availability of appropriated funds by the Legislature for this program. No additional County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years the County has provided family planning services to citizens of child-bearing age who would otherwise be unable to obtain these services. Family planning services funded through this contract are for persons who request such services through County facilities. The County must bill any other possible payment source, such as Medi-Cal, before seeking reimbursement from the State for services provided. This contract is a method for reimbursement rather than a straight reimbursement contract. On April 23, 1991, the Board authorized submission of a Funding Application to the State Department of Health Services requesting continuation of State funding for family planning services. Standard Agreement #29-202-48 continues the contract for State reimbursement for the three year period (July 1, 1991 - June 30, 1994) up to a maximum contract payment limit of $212,700. The Board Chair should sign nine copies of the agreement, eight of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Health Services.
