SUBJECT: Agreement of Services - William R. Gray & Company.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve the sole source Consultant Services Agreement in an amount not to exceed $25,000,
with William R. Gray & Company for the Phase II Contra Costa County Rail Opportunity Study.
William R. Gray & Company will be responsible for developing the institutional arrangement and
the detailed work scope, and for preparing the memorandum of understanding between the
three counties involved in the study.
Direct the Public Works Director to execute the Consultant Services Agreement retroactive to
November 18, 1991.
II. Financial Impact:
There will be no impact to the County General Funds.
111. Reasons for Recommendations and Background:
AB 1145, passed into law in 1990, provided $750,000 of Petroleum Violation Escrow Account
funds to Contra Costa.County to study commuter rail opportunities.
On March 5,1990 the Board approved a Consultant ervices Agreement with Schiermeyer
Consulting Services to study rail opportunities i r osta County. The findings of the study
was issued in August, 1991. The first two fin study recommend studying the 1-80 and
1-680

corridors from Solano County to Alameda County. The study also recommended that Phase II
of the study (a multi-modal analysis of the corridors and patronage forecast of the rail system)
be initiated as joint studies with Alameda and Solano counties.
William R. Gray & Company will be retained to explore with Alameda and Solano counties and
the affected cities the issues that are important to them and to develop the work program, and
the institutional structure for the study. It is anticipated that the deliverable for this consultant
services agreement will be in the form of an executed memorandum of understanding between
the agencies and the formation of a Board of Control for the study.
IV. Consequences of Negative Action:
The project will not be scheduled.
