REPORT ON STANDARDS FOR SINGLE-ROOM OCCUPANCY AND
SUBJECT: NON-HOUSING FACILITIES IN TERMS OF PUBLIC PURPOSE STANDARDS
AND GUIDELINES FOR ISSUANCE OF BOND FINANCING
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Adopt as a Board policy that 501 (c) ( 3) non-housing
facilities financed by the County, or by another entity on
behalf of the County, must achieve the maximum public
benefit achievable, consistent with a finding that the
economic feasibility of the facility being financed is
assured, and that the quality of the security for the bonds
is not impaired.
2 . Authorize the Community Development Director or his designee
to negotiate public purpose provisions for 501 (c) (3)
non-housing facilities on a case-by-case basis .
3 . Adopt, for all 501 (c) (3) facilities (housing and
non-housing) financed by the County, the attached Guidelines
for Issuance of Bonds for Qualified 501 (c) (3) Non-Profit
Organizations.
BACKGROUND:
On December 4, 1990 the Board of Supervisors approved
recommendations from the 1990 Internal Operations Committee.
Among these was a recommendation that the Deputy Redevelopment
.Director address the unique and specific needs of the single room
occupant, whether for a "hotel" type of residence for a single
individual or for the more structured drug, alcohol or mental
health rehabilitation facilities and return to the 1991 Internal
Operations Committee with proposed guidelines for such
facilities .

On December 9, 1991 our Committee met with Jim Kennedy, Deputy
Redevelopment Director, and a member of his staff. Jim reviewed
with us the attached report and Guidelines .
As the attached memorandum indicates, Mr. Kennedy is recommending
that Public Purpose Standards be established for non-traditional
and non-housing facilities on an individual basis as proposals
for such facilities are submitted. We agree with the rationale
advanced by Mr. Kennedy.
Mr. Kennedy also reviewed with us the attached Guidelines and
recommended that they be adopted and applied to all financing
conducted on behalf of non-profit organizations . ' These
Guidelines set forth criteria which assure that the County' s name
will not appear on speculative or risky bonds . We also agree
with these Guidelines and recommend their adoption.
