SUBJECT: STATUS REPORT ON THE COUNTY'S AFFIRMATIVE ACTION PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge receipt of the semi-annual report of the
Affirmative Action Officer.
2 . For her next semi-annual report to the 1992 Internal
Operations Committee, request the Affirmative Action Officer
to compare the extent to which the distribution of
minorities and women within the income bands used by the
County are at parity with the 1990 working age population in
the County and with the 1991 workforce data in the County.
3 . Remove this item as a referral to our Committee and instead
refer this item to the 1992 Internal Operations Committee
for the purpose of providing continuing oversight to the
accomplishments of the County's Affirmative Action Program.
BACKGROUND:
This semi-annual report from the Affirmative Action Officer
reviews appointment, promotion and resignation data for the
period January 1 - June 30, 1991, as well as data on the award of
contracts to women-owned, minority-owned and disadvantaged-owned
businesses .

We were very pleased to learn that the County's June 30, 1991
workforce is at parity with women and all minority groups as they
were reflected in the 1980 laborforce in the County. The
challenge before us now is to move to the use of the 1990 census
data as it becomes available. The 1990 laborforce data will not
be available from the 1990 census for perhaps six more months .
We are, therefore, asking the Affirmative , Action Officer to
obtain that data as soon as it is available and compare the
County' s workforce with the 1990 County laborforce in terms of
women and each of the minority groups by which we measure
ourselves to determine in what areas we still need to do more
work.
In comparing the June 30, 1991 County workforce with the 1990
County population of working age, we are at parity with all
groups except Hispanics and the Asian and Pacific Islander group.
What we do not know but suspect may be a problem is what the
distribution of women and minorities in the County workforce is
by salary level, compared to the County working age population.
For instance, while we may be at parity with the County
laborforce for African-Americans in terms of overall percentages,
we have not done our job if a disproportionate share of the
African-Americans are grouped at the lower salary levels compared
to where they are in the working age population. We are,
therefore, asking the Affirmative Action Officer to obtain this
information and present it for review by the 1992 Internal
Operations Committee.
The Affirmative Action Officer should expect to make her next
semi-annual report to the Internal Operations Committee by June
1, 1992 . This report will cover data for the period July 1 -
December 31, 1991 .
