RECOMMENDATION:
Appoint to the Labor Seat on the Private Industry Council
replacing Barbara Ann Crisp for a term expiring September 30,
1993 :

BACKGROUND:
See the attached memo from Art Miner, Executive Director of the
Private Industry Council .
Our Committee has carefully reviewed the recommendation of staff
and the qualifications of the nominated candidate, as well as the T .
distribution and balance of the Private Industry Council . Based
on this review, we believe that the above recommendation will
provide the best possible balance to the Private Industry Council
and improve the geographic and ethnic balance of the Private
Industry Council, and we urge the Board to approve our
recommendations .

SUBJECT: PIC APPOINTMENT,
The Board needs to make one backfill appointment to the PIC for a labor
position whose term expires on 9/30/93 . The vacancy is a result of the
resignation of Anne Crisp, AFSCME Local 512 Union Delegate to the
Central Labor Council, who recently submitted her resignation from the
PIC due to an employment change that led to her resignation from the
union. The PIC consists of 20 members of the following composition:
Business 12 Community Based Organization 1
Education 2 Economic Development 1
Labor 2 Public Employment Service 1
Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category.
The composition of the PIC is subject to review by the Governor, who
periodically certifies that our FIC is. consistent with Federal and State
legislation. State legislation requires. PIC vacancies to be filled by
the Board within 60 days.
On 5 November PIC staff notified 21 labor organizations of the vacancy
and requested nominations. We have received one nomination - Mr.
Jonathan H. Dumas. Mr. Dumas is the Director of the Richmond Community
Outreach Program, a position funded by the County. Building and
Construction Trades Council. Mr. Dumas works out of office space made
available by the Richmond Private Industry Council.
The other PIC labor representative is Marshall Walker III, President of
SEIU Locaf 790 - Richmond Chapter. Mr. Walker is also headquartered in
Richmond. Although Mr. Dumas' appointment would mean both County PIC
labor representatives operate out of West County, staff does not see
that as a disqualifier. Mr. Dumas' current assignment is somewhat
broader in scope and is certainly compatible with PIC goals and
objectives. Plus he would add private sector union representation to
the PIC. A copy of his personal history data sheet is attached.
