Contra �• z FROM: PHIL BATCHELOR � ir County Administrator o; s vvSta 4 County DATE: December 6, 1991 SUBJECT: Status Report on the Replacement of West County Fire Station 70 Specific Request(s) or Reccomendations(s) & Background & Justification RECOMMEN ATION: Accept this report and approve the concept of selling the present station site and relocating Station 70 to a more suitable location. REASONS FOR RF=ME DATION/BACKGROUND: Two or three years ago, money was allocated to the West County Fire District to refurbish Station 70 to correct some operational problems and improve the living conditions of the firefighters occupying the station. In the process of defining the scope of the work, it was determined that the station needed to be replaced because of safety considerations related to the construction of the building and the potential for earthquake damage that could make the building non-functional. In view of the fact that a replacement fire station would cost in excess of a million dollars and in recognition of the severe shortage of capital funds available for such projects, Fire District and County staff have been searching for a financially feasible solution to the station replacement problem. The District currently has approximately $170,000 available for the station replacement. County staff is reviewing the following four alternatives to building a conventional fire station: 1. Purchase Modular (relocatable) Buildings Purchase and install a modular building for office and living quarters and a metal relocatable building for apparatus and equipment. The Commission, administrative staff and union representatives of the West County Fire District have considered this alternative and are in favor of the modular building solution. 2. Purchase)Lease Modular Buildings If funding is not available to purchase both the apparatus building and the living quarters, an alternative would be to purchase the apparatus building and lease the living quarters on a monthly basis. Russ Greenlaw, fire-fighter, San Pablo Station No. 70, spoke on the need for the replacement of the fire station. There was discussion on the need to explore options with the City of San Pablo on the replacement/relocation of Station No. 70, use of the $170,000 reserve fund for an interim station, and the feasibility of soliciting input from all entities on this matter. Make Safety Repairs to Station The General Services Department has suggested that it may be possible. to modify the facility to mitigate the. earthquake susceptibility problems of the station. 4. Sell Station Site and Relocate Station to a. More Suitable Location Station 70 is situated on a relatively large piece of land located on a major thoroughfare in a mixed commercial and residential area of San Pablo. Rather than replace the. station on the present site, it might be economically advantageous to sell the present site and purchase a. smaller site nearby in the surrounding residential area. A sub-alternate to relocating the station would be to sell the excess land at the present station site to help cover the cost of the replacement station. The relocation option is recommended on a preliminary basis. because we believe it will be the most beneficial to the District and will have the least impact on fire districts' finances. However., if it is determined that this option is not feasible, we will proceed to implement one of the other alternatives-. In reviewing the alternatives, we will be concerned about cost as well as replacing the station in the shortest possible time. If the decision is to replace the station at the present site, the District plans to relocate the engine company (firefighters) to Station 62 in North Richmond to facilitate. the construction project and be able to continue fire protection services to the District.
