MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 17, 1991 SUBJECT: 1992/93 Pedestrian & Bicycle Path Application Project No.: 0676-6P1025 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and authorize the submittal of the following Transportation Development Act (TDA) applications Article 3, Bike/Pedestrian. 1. A pedestrian/bike trail in EBMUD right-of-way from Willow Pass Road to Bailey Road in West Pittsburg. 2. A pedestrian/bike trail on Manor Road and Loma Linda Drive from EI Sobrante Elementary School to Crespi Junior High School in EI Sobrante. 3. A pedestrian/bike trail on Camille Ave. and a County owned easement from the Iron Horse Trail to Hap Magee Park in Danville. 4. A bicycle safety education project to be administered by the Contra Costa Health Services Department. 11. Financiallmpact: TDA funding will be applied for 100 percent of the estimated project costs of the EBMUD trail and the Manor Road bike path. Total project costs are $245,000 and $88,000 respectively. TDA will be asked to a fund approximately 15 percent of the Hap Magee Park access trail with East Bay Regional Park District covering the remainder. Total estimated cost of the project is $470,000. EBRPD will fund a$400,000 bridge to span San Ramon Creek. The County will apply for TDA funding for the $70,000 path that connects ttyhe Iron Horse Trail to this bridge. TDA funding will be applied for 100 percent of the bicycle education project costs. Total project cost is estimated at $17,500. III. Reasons for Recommendations and Background: The TDA process allows for the County to apply for one project each from the East , West and Central parts of Contra Costa County. TDA also permits the County to apply for one bicycle safety education project. Based on community support, public safety, and readiness for implementation the aforementioned projects were selected as each area's top candidates. All three pathways are designated in the County's General Bikeway Plan. The Manor Road path will provide safer access for children attending the schools which are linked to the proposed path. The EBMUD trail is a segment of the Delta DeAnza Trail which will extend from,Concord to Oakley. Funding has been secured for other segments of the trail. EBRPD has agreed to maintain this segment of the Delta DeAnza Trail. The Hap Magee Park access trail not only connects the popular Iron Horse Trail to a park but also connects to a Mount Diablo Park access trail via the park. The town of Danville will take the lead on the maintenance of the trail. The bicycle safety education project will be managed by the County's Health Services Department. Bicycling professionals will teach children about bicycle maintenance, riding skills, and the importance of helmet use. Bicycle helmets will also be distributed with these funds. The safety of young bicyclists will improve as a result of this project. The Transportation Committee has reviewed and approved these four TDA projects. IV. Consequences of Negative Action: Failure to approve these projects will eliminate a potential funding source (at no cost to the County) and delay implementation of the County's General Plan as it relates to pathways.
