SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-751-51 with Phoenix Programs, Inc. , in the amount of $2,970,662 for the period from July 1, 1991 through June 30, 1993, for the continued provision of residential, community living; socialization, vocational and Medi-Cal habilitative day treatment mental health program services. This Novation Contract includes a sig:-month automatic extension from June 30, 1993 through December 31, 1993 in the amount of $742,666 for the extension period. II:. FINANCIAL IMPACT: This contract is funded in the Health Services Department Budget for Fiscal Year 1991-92 (Org. #5942) by the Local Mental Health Realignment Trust Fund, State Mental Health Tobacco Surtax Allocation, Federal Medi-Cal Funds, and additional County funding, estimated as follows: $ 174,2:35 Federal Medi-Cal Revenue (Fed. Financial Participation) 903,091 County/Realignment Funding 45,000 State MH Tobacco Surtax Allocation 362,005 Additional County Funding $1,485,3:31 1991-92 Fiscal Year Payment Limit $1,485,331 1992-93 .Fiscal Year Payment Limit $2,970,662 Total 2-Year Contract Payment Limit This Contract places the Contractor at risk for serving a sufficient number of Medi- Cal clients and for producing a sufficient number of Federal Medi-Cal service units to earn the Federal Medi-Cal revenue in its Concord Habilitative Day Treatment Program. Furthermore, ,the $100,000 reduction that was identified in the Health Services .Department Phase I Budget Reduction Plan for Phoenix Programs, Inc. in FY 91-92 is implemented in this Contract (compared to a FY 90-91 Contract Payment Limit of $1,585,331) . II:I. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these mental health ,program services for mentally disturbed adults under an automatic extension of"' the FY 1989-91 Contract #24-751-48 (as amended by Administrative Amendments #24-751-49 and $24-751-50) . Novation Contract #24-751-51 replaces the six- month extension under the prior contract. These contract services `'are a vital and important part of the County's continuum of mental health services for seriously mentally disordered adults in the central and western regions of Contra Costa County.
