December 4, 1991 County SUBJECT: Approval of Novation Contract #24-728-52 with Rubicon Programs, Inc. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the: County, Novation Contract #24-728-52 with Rubicon Programs, Inc. , in the amount of $1,305,572 for the two-year period from July 1, 1991 through June 30, 1993 for provision of mental health program services for mentally disturbed adults in West County. This document includes a six- month automatic contract extension from June 30, 1993 through December 31, 1993 in the amount of $326,393. II. FINANCIAL IMPACT: This Contract is funded in the Health Services Department Budget (Org. #5942) for Fiscal Year 1991-92 under the Local Mental Health Trust Fund through the State's realignment of mental health funding, and with Federal Medi-Cal and Federal ADAMHA Block Grant Funds, and with additional County funding as follows: $ 71,898 Federal ADAMHA Block Grant 254,077 Federal Medi-Cal Revenue (Federal Financial Participation/FFP) 254,077 Local Mental Health Realignment Trust Fund $ 72,734 Additional County Funding $ 652,786 FY 1991-92 Payment Limit $ 652,786 FY 1992-93 Payment Limit $1,305,572 Total Contract Payment Limit This Contract places the Contractor at risk for serving a sufficient number of Medi-Cal clients and for producing a sufficient number of Federal Medi-Cal service units to earn the Federal Medi-Cal revenue in its Rubicon and Synthesis Habilitative Day Treatment Programs. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This Contractor has been` providing these mental health program services under an automatic extension of the 1989-91 Contract #24-728-49 (as amended by Amendment Agreements #24-728-50 and #24-728-51) . Novation Contract #24-728-52 replaces the six- month automatic extension under the prior contract. Approval of Novation Contract #24-728-52 will allow the continued provision of outreach services for vocational programs, independent living residential treatment services, and habilitative day treatment program services for mentally disturbed adults. These contract services are a vital and important part of the County's continuum of mental health services for mentally disturbed adults in the western region of the County.
