Spooner, Contracts Administrator Costa DATE: December 4, 1991 County SUBJECT: Approval of Novation Contract #24-591-1 with Beverly Bussa-Sokolay, M.F.C.C. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-591-1 with Beverly Bussa-Sokolay, M.F.C.C. , in the amount of $44,000 for the period from July 1, 1991 through June 30, 1992 for consultation and technical assistance with regard to the development and operation of County's "Taking Back Our Community" Project. This contract includes a six-month automatic; extension through December 31, 1992 with a $22,628.00 payment limit for the extension period. II. FINANCIAL IMPACT: This Contract is funded in the Health Services Department Budget by monies from the Federal Office for Treatment Improvement for Critical Populations (as allocated to the County in the Drug Program Allocation from the State Department .of Alcohol and Drug Programs) . No County funding is required for this Contract. III. REASONS FOR RECOMMENDATIONSLBACKGROUND: In the Federal 1988 War on Drugs legislation, Congress created a new agency called the Office for Treatment Improvement within the Department of Health and Human Services. With limited funding, . the purpose of this new office is to improve, not necessarily expand, drug abuse services. A May 22, 1990 Board Order approved the development of a proposal that would respond to the need for drug abuse services for residents of public housing. That proposal was successful in obtaining funding from the Office for Treatment Improvement which was allocated through the State Department of Alcohol and Drug Programs to the County's Health Services Department. On April 16, 1991 your Board approved Contract #24-591 for development 'and implementation of drug abuse treatment services for public housing residents in West and. East County. Novation Contract #24-591-1 replaces the six-month automatic extension of the prior Contract.
