Bragdon Costa Director of Community Development � P-.'���� County DATE: December 17 , 1991 SUBJECT: SB 593 (Roberti) SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt position in support of SB 593 (Roberti) and authorize the Chair to sign letters to the County legislative delegation, the County Supervisors .Association, and the Governor expressing said support. FISCAL IMPACT None. No General Fund obligation involved. BACKGROUND1REASONS FOR RECOMMENDATIONS SB 593 would place a $450 million General Obligation Bond Issue on the June 2, 1991 state ballot. There are billions of dollars in GO bond proposals pending in the Legislature. Competition for a spot on the June ballot will be fierce. The Governor has not yet indicated his support for SB 593 . Meetings between the Governor and Legislators in January will decide whether SB 593 gets on the ballot and whether housing gets $450 million. The funds will guarantee that current state programs for rehabilitation and construction of housing are continued. These programs have provided thousands of new units over the last two years. The funds will be distributed at the local level to local governments, non-profit charitable and religious organizations, and private for- profit corporations. If passed, SB 593 will leverage a total $1 ,8 billion investment in housing benefiting the economy.
