SUBJECT: LEGISLATION : SB 1230 (KEENE) RE LIBRARY CONSTRUCTION BONDS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position in SUPPORT of SB 1230 by Senator Barry Keene
which would place on the June 2, 1992 ballot a library
construction bond issue of $300 million.
BACKGROUND:
Contra Costa County has a pressing need for new library
facilities . In the recent round of Proposition 85 grant
applications for state bond funds for construction, five cities
indicated interest in applying for funds . These applications
included the following:
Antioch 33,000 square feet $ 8 .8 million
Clayton 15,000 square feet $ 4 .3 million
Concord 80,000 square feet $27 .0 million
Danville 18, 000 square feet $ 5 .4 million
Walnut Creek:* 20,000 square feet $ 4 . 0 million
TOTAL 166,000 square feet $49 .5 million
*While Walnut Creek eventually chose not to actually submit an
application, they had indicated a need at this level . Whether
any of these applications will be granted will be known later
this month. However, clearly not all of them can possibly be
granted.
In addition to these specific needs, there has been substantial
discussion about the need for enlarged facilities in the Oakley
and Hercules areas as well as current planning for major
renovation projects in the Antioch and Martinez areas .

The last branch library constructed by the County opened in 1975 .
Since then only two cities, Brentwood and San Ramon, have
constructed new facilities.
Clearly there is a substantial need for library construction
funds in this County. A statewide bond issue of $300 million
will meet only the most critical needs . Given the reaction of
the voters to bond issues in November, 1990, it is questionable
whether the voters will support most bond issue requests . Yet
whether any bond issue will even be on the ballot will be decided
in the coming few weeks by the Legislature in negotiation with
the Governor. It is important that the Board of Supervisors
indicate its interest in seeing a library construction bond
placed on the June ' 2, 1992 ballot for consideration by the
voters .
The County Librarian has asked that the Board support SB 1230 .
Further information regarding her reasons for this recommendation
are included in the attached memorandum. It is, therefore,
recommended that the Board of Supervisors support SB 1230 and
urge its passage.
