SUBJECT: SUBMISSION OF COMMUNITY DEVELOPMENT BLOCK GRANT -
(CDBG) TO CITY OF CONCORD IN THE AMOUNT OF $100,000
I. RECOMMENDED ACTION:
That the Board of Commissioners Authorize the Executive Director of the Housing
Authority of Contra Costa County to submit an application to the City of Concord in
the amount of $100,000 for a Community Development Block Grant to support the cost of
a central/east county emergency homeless shelter in Contra Costa County.
II. FINANCIAL IMPACT:
The City of Concord is currently soliciting applications to be funded through
their Community Development Block Grant (CDBG) Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In April , 1991 the Housing Authority was asked by the County Administrator and
the Board of Supervisors to assume responsibility for the administration of existing
shelters for the homeless. As part of that responsibility, the Housing Authority has
spearheaded the effort to develop a second emergency homeless shelter to serve
Central and East County. As part of the development effort, the Housing Authority
continues to try to identify potential funding sources to cover the cost of develop-
ment and/or operation of emergency shelters.
One source of revenue is a CDBG Program for which the City of Concord is currently
soliciting applications. The Housing Authority would like to submit an application
to the City of Concord CDBG Program in the amount of $100,000 to support the cost of
a central/east county emergency homeless shelter in Contra Costa County.
At its regular meeting on November 25, 1991, the Advisory Housing Commission authorized
the Executive Director to recommend approval of the proposed submission of a CDGB
application to the City of Concord in the amount of $100,000.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the submission of a CDBG
application` to the City of Concord,' an opportunity to obtain $100,000 in funds to
cover the cost of the operation of an emergency shelter program in Contra Costa
County would be lost.
