RECOMMENDED ACTION: Approve the selection of Shelter, Inc. to- manage- the Shell Avenue 'Family and Women's Shelter located at Shell Avenue and 'Pacheco Blvd in Martinez and authorize the Executive Director of the Housing Authority to execute a contract .with Shelter, Inc. to operate the Shell Avenue Homeless Facility. II. FINANCIAL IMPACT: A total of $277,500 for the first year is available to operate the Shell Avenue Family and Women's Shelter. Funding comes from a Transitional Housing Grant, authorized by the Stewart B. McKinney Homeless Assistance Act, County matching funds, GA aid-in-kind, and AFDC client contributions. III. REASONS FOR RECOMMENDATION/BACKGROUND: Contra Costa County is in great need of a homeless facility to serve families in central county. The demand is increasing for shelter and services to serve this population and no other facilities exist: The County of Contra Costa was successful in obtaining funding to acquire an existing vacant church at the corner of Shell Avenue and Pacheco Blvd in Martinez for use as an Emergency and Transitional Homeless Shelter for Women and Families with children. Funding is being provided to rehabili- tate this facility and for a non-profi.t agency to manage the shelter. The Housing Authority sent out a Request for Proposals to non-profit agencies. Two agencies responded to the Request for Proposals. A review committee composed. of the Housing Authority staff, residents of the Mountain View community, represen- tatives from the the county Homeless Advisory.,Committee, and the City of Martinez participated in doing an analysis and review of the two proposals. After a review . and analysis of each proposal , the review committee recommended that Shelter, Inc. be selected to manage the Shell Avenue facility. The other respondent was Volunteers of America. At its regular meeting on November 25, 1991, the Advisory Housing Commission . unanimously approved the recommendation to authorize the selection of Shelter, Inc. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the selection of Shelter, Inc. to manage the Shell Avenue Family and Women's Shelter, a new selection process will have to be initiated and the selection of an operator for the homeless facility will be delayed.
