SUBJECT: Local Agency Investment Fund (LAIF) Accounts
SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1 . Adopt ten ( 10) resolutions providing for the temporary investment of
County self-insurance funds to LAIF accounts.
2. Authorize the. Treasurer-Tax Collector, to take the actions necessary
to implement the investment of County self-insurance funds into LAIF
accounts.
FINANCIAL IMPLICATIONS:
Investment of the. County' s self-insurance funds into LAIF accounts will
earn a higher yield as compared to the regular Certificates of Deposit that
are now being purchased.
BACKGROUND:
The Local Agency Investment Fund in the State Treasury was created for the
deposit. of money of local agencies for purposes of investment by the State
Treasurer which currently yields a much higher interest than the
Certificate of Deposit.
It is in the best interest of the County to deposit the self-insurance
trust fund monies into accounts set up for the purpose of investment into
the Local Agency Investment Fund.
Pursuant to Resolution No. 77/107 authorizing investment of County monies
in the Local Agency Investment Fund, the State of California requires
individual resolutions for each account set up for purposes of investment
into the fund. Accounts have been set up as follows:
1. County Workers ' Compensation Self-insurance Account
2. County Workers' Compensation Self-insurance Actuarial Confidence Level
Account (CWCSIACL)
(County Workers' Compensation Funds are divided into two accounts
because the maximum amount that can be in one account is $15 million. )

WHEREAS, the Board of Supervisors does hereby find that the
deposit and withdrawal of money in the Local Agency Investment
Fund in accordance with the provisions of Section 16429. 1 of the
Government Code for the purposes of investment as stated therein
as in the best interest of the County of Contra Costa.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does
hereby authorize the deposit and withdrawal of County Workers '
Compensation Self-insurance Account monies in the Local Agency
Investment Fund in the State Treasury in accordance with the
provisions of Section 16429. 1 of the Government Code for the
purposes of investment as stated therein.
