RYDINGSWORD, DIRECTOR Social Service Department Costa DATE: December 2, 1991 �%�` �T' County �t s SUBJECT: CHANGE IN OPENING OF GAIN PROGRAM INTAKE FROM JULY 1, 1991 TO JANUARY 1, 1992 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REFERENCE:_ Board Order dated February 15, 1991, Approval gf 1991192 GAIN Plan URdate. 5 RECOMMENDATION: Approve the following change to the Greater Avenues for Independence (GAIN) Plan Update: Beginning January 1, 1992, offer GAIN services to those AFDC recipients who want to be in the GAIN program and who are in the GAIN/JOBS target group of: custodial parents under age 24 who have had no significant work history in the past year, or, who have no high school diploma and are not attending a high school program. Should funding allow additional participants to be served after bringing in the above group of individuals, recipients of AFDC whose youngest child is within tow years of becoming ineligible for aidm, and recipients who have been on AFDC 36 out of the last 60 months, whose youngest child is 6 or over, and who want to be in the GAIN program, will be asked to volunteer for the program. The State GAIN allocation for FY 91/92 is $4,298,023 which includes a $555,317 county share. This recommended change is to enable the GAIN program costs to keep within the budget allocation. BACKGROUND,: Because of the higher than anticipated child care costs for GAIN participants, the uncertainties of the State budget realignment process, and the reassignment of six GAIN line staff, it became necessary to delay the start of GAIN intake. The Teen Parent target group that will be entering GAIN when intake opens will be costly in terms of child care, costing on an average of $550 per month per participant. In order to serve this group, it became necessary to limit the number of participants from 2500 to 1500 through attrition before taking in any new participants.
