SUBJECT: Richmond Transitional Housing Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION .
RECOMMENDATIONS
Approve the allocation of 1991-92 Community Development Block Grant
(CDBG) funds, in the amount of $16, 000 to Rubicon Programs, Inc.
for the Richmond Transitional Housing Project as recommended by the
Housing and Community Development Advisory Committee.
FISCAL IMPACT
No General Funds are involved. Funding for this project will be
provided from the FY 1991/92 Housing Development Assistance Fund
(CDBG) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Housing Authority and Rubicon Programs, Inc. are requesting FY
1991/92 Housing Development Assistance Funds (CDBG) to rehabilitate
the San Joaquin Apartments at 1701 San Joaquin in Richmond.
Currently owned by Rubicon, the apartments will be used to provide
five units of transitional housing for two very-low income homeless
families and eight single men on a countywide basis. The primary
source of referrals for this project will be the Brookside
Emergency Shelter.

The following funds have been committed to this project: $35,500
from the City of Richmond; $16, 656 from the Housing Authority; and
$18, 658 :in federal McKinney Act funds. The $16, 000 requested from
the Housing Development Assistance Fund will provide the final
amount required for .
rehabilitation of the apartment units. Annual operating costs for
the .transitional housing project will be provided from McKinney Act
funds, client fees, and other grants obtained by Rubicon.
This project is eligible for Housing Development Assistance Funds
and serves an identified need for transitional housing in West
County. Therefore, the Housing and Community Development Advisory
Committee recommends Board approval of funding- for this project in
the amount of $16, 000.
