SUBJECT: RECOMMENDATIONS FOR CONTRACT AWARDS--SUPPORT SERVICES ' TO THE
INTERAGENCY FAMILY PRESERVATION PROGRAM (IFPP)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
Approve the recommendations of the Director, Social Service
Department for contract awards for support services to the
Interagency Family Preservation Program (IFPP) , as outlined in
Request for Proposal No. 1029. In addition, authorize the Social
Service Department Director, or his designee to negotiate,
execute and sign contracts for the period of January 1, 1992
through June 30, 1992, subject to County Counsel approval, with
the following agencies:

CONTRACT AWARDS
FINANCIAL IMPACT
These contracts will be funded from a combination of 60% County
and 40% State General Fund allocations for the Aid to Families
with Dependent Children-Foster Care Program (AFDC-FC) , under the
State' s Family Preservation Program. The County may receive in
advance up to ten percent ( 10%) of its projected fiscal year
State share of AFDC-FC funds to be expended, in order to carry
out its Family Preservation Program. It is anticipated services
provided under these contracts will result in savings in the
County' s share of AFDC-FC costs because of reduced foster care
placements and reunification of children with their parents.
BACKGROUND
The Social Service Department has completed a Request for
Proposal process (RFP #1029) for IFPP support services, as
authorized by the Board of Supervisors on October 8, 1991.
Funding under this RFP is to be awarded to private, non-profit
agencies to provide identified support services to selected
families who have completed the intensive, home-based portion of
the Interagency Family Preservation Program.
A total of $125, 000 is available county-wide under this RFP.
$3 ,750 of these funds is reserved for special needs. The
remaining $121, 250 is to be awarded to the selected agencies.
Ten proposals were submitted in response to RFP #1029 totalling
$452, 334 in requests. These proposals were rated by an
interagency review panel and ranked based on their resulting
scores . These rankings were used in making the contract award
selections .
