SUBJECT: RECYCLING OF POLYSTYRENE DURING HOLIDAY SEASON
SPECIFIC REQUEST(S) OX RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Encourage County!' residents to recycle polystyrene (styrofoam) from
their Holiday packages at facilities throughout the County during the
Holiday season.
Support a program, that encourages employees of Contra Costa County to
recycle polystyrene as part of the County Government Recycling
Center's program.
Encourage businesses to reuse or recycle polystyrene generated through
their business activities by collecting it at their business for reuse
or for delivery to recycling companies.
FISCAL IMPACT
None to the General Fund. Funds for recycling polystyrene from County
employees will be covered by the Resource Recovery monies.

BACKGROUND/REASOU FOR RECOMMENDATIONS
The Plastics Recycling Task Force has worked to establish a program
to enable shoppers to return polystyrene foam packaging materials
for recycling. Last year the program involved the establishment of
temporary sites around the County. As a result of the Task Force's
work, several permanent sites now collect polystyrene on a
continuing basis. This includes the County's own recycling program
which recycles polystyrene generated at County facilities.
The National Polystyrene Recycling Company has agreed to provide
transportation for polystyrene collected from holiday collection
sites to its facility in San Leandro: These sites include:

HOLIDAY COLLECTION SITES FOR BLOCK EXPANDED POLYSTYRENE: Two sites
have agreed to accept block polystyrene from December 26-January
10, 1992 . These locations are:
Richmond Sanitary Service Orinda Moraga Disposal
Foot of Parr Boulevard 2087 School Street
Richmond Moraga (behind Safeway)
CLEAN household foam containers, such as meat trays and cups will
also be accepted.
POLYSTYRENE PEANUTS will be accepted for reuse by several packaging
services. These '.are:

Mail Plus will purchase CLEAN polystyrene peanuts for $1. 00/lb at
these locations:

Walnut Creek
County employees may recycle polystyrene foam packaging by leaving
it in the box that it came in and putting it in or near the paper
recycling bag located in their office. They may also put CLEAN
household foam containers in the container located next to the
Board Chambers in the Administration Building in Martinez.
Several businesses have begun programs to reuse polystyrene, such
as Long Drugs in. Martinez, which vacuums pellets into a bag and
then reuses them to package shipments. The National Polystyrene
Recycling Company also collects polystyrene from recyclers and
accepts CLEAN household foam containers.
