SUBJECT: DECLARE OPEN HOUSE FOR THE JOINT COUNTY/CITY OIL RECYCLING FACILITY
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Declare December 10.,. 1991 from 9: 00 am to 11: 00 am as the OPEN
HOUSE for the Oil .Recycling Facility for use by employees of Contra
Costa County and the City of Martinez.
Encourage all County and City employees to bring their used motor
oil to the County 'Government Recycling Center (CGRC) at 1215 Main
Street, Martinez for recycling with collection scheduled for 7 AM
8 AM on Tuesdays, Wednesdays, and Thursdays each week..
FISCAL IMPACT
NONE TO THE GENERAL FUND. Maintenance costs for the tank of $350-
500 per year to test the tank will be funded from the Resource
Recovery fees. Staffing will be provided by existing General
Services staff which are running the County Government Recycling
Center (CGRC) at the same site.
Evergreen Oil, which currently services the tank, will pick up the
oil for No Charge, if it was generated by the public. County and
City employees, in this case, are considered to be the public.
If the tank is not used, it would need to be removed, at a minimum
cost of $5, 000. By continuing to use the tank, this cost can be
avoided for an indefinite period.
BACKGROUND/REASONS FOR RECOMMENDATIONS
When the County Fleet Maintenance Facility moved to Shell Avenue,
use of the underground 200 gallon used motor oil tank was
discontinued. Rather than remove the tank, the Environmental

Affairs Committee of the Board of Supervisors supported the
expansion of oil recycling efforts by making the tank available to
County and City of Martinez employees.
The City of Martinez and Contra Costa County have agreed to work
together for the benefit of their employees and the environment by
making the facility open to their employees to recycle their used
motor oil. Thisi;joint effort will allow County employees and 150
City employees to bring up to 5 gallons of used motor oil to the
Center. . It is 'expected that, at least, 1200 County employees
working in Martinez will use the facility. The Center will be open
for oil recycling, on Tuesdays, Wednesdays, and Thursdays, between
7 AM and 8 AM.
Current statistics indicate that only 40% of used motor oil is
being recycled ini California. The rest is being illegally disposed
in landfills, storm drains and sewers, or backyards and vacant
lots. Because one pint of used motor oil can pollute 250, 000
gallons of water;A' improper disposal is a serious problem.
Historically, the used oil tank was used by county employees for
disposal of their used motor oil when oil processors were paying
for the used oil. When processors began charging to remove the
oil, this practice was discontinued. Evergreen Oil has agreed
resume collection'' of the oil, for no charge, as long as it does not
contain waste oii generated by County or City vehicles.
To discourage dumping of contaminated oil, all containers will be
required to have labels, indicating who brought the oil to the site
and what department they work in. Motor oil will be tested by
several methods to determine that it has no contaminants. One is
a visual test; the oil will be poured into a tub for inspection
before it is allowed to enter the tank, contaminated oil will be
diverted from the tub and will enter the oil tank itself. Special
equipment designed for motor oil testing will also be provided.
Any oil that is found to be contaminated will be returned to the
employee.
