Recommended Action: Accept Report. II. Financial Impact: None. III. Reasons for Recommendations and Background: The purpose of this report is to bring the Board of Supervisors up to date on the status of relocating the helicopter training activities. The search for an off-airport remote site for helicopter training operations began in early 1989. The intent is for the helicopters to remain based at Buchanan Field, commute to an unpopulated nearby training pad to .conduct training activities, then return to the Airport. The site that appears to be most acceptable from safety, aeronautical, and environmental considerations, is the Acme Landfill area. Initially, twelve other potential sites were identified. These included areas on or near the Praxis Development, Martinez Auto Dismantles, Tosco, Port Chicago, General Chemical, Roe Island, and Ryer Island. All were eliminated for various reasons including unsuitable terrain, poor soil conditions, environmental or airspace concerns. Under provisions of the California Environmental Quality Act (CEQA), an Initial Study is conducted to determine whether of not a project will have a significant effect on the environment. The Manager of Airports and an environmental planner impacts have begun discussing an annotated Initial Study of the potential environmental impacts of a remote helicopter landing site on Acme property. If the Initial Study shows that there is no substantial evidence that this project may have a significant impact, a Negative Declaration will be prepared. If the Initial Study shows that this project is likely to have significant impact an Environmental Impact Report (EIR) will be prepared. The Initial Study will respond to the requirements of CEQA and the issues raised by the Board of Supervisors, City of Martinez, Acme, and others, concerning the proposed remote landing site. These issues include safety, noise and overflight, affected property, toxic waste, fauna and flora, wetlands, and dust and debris. A review of alternative sites will also be carried out.
