RECOMMENDED ACTION: ADOPT Resolution No. 3620 indicating review and approval of Revision No. 1 to the Operating Budget for LHA-Owned Rental Housing Properties and Resolution No. 3621 certifying compliance with Section 207(A) of the Annual Contributions Contract, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Operating Reserve Balance at March 31, 1992 is now estimated to be $1 ,039,401. This represents 51% of the maximum allowed and is an increase of 5% over the original budget amount of $ 945,033. III. REASONS FOR RECOMMENDATION/BACKGROUND: This budget revision incorporates an expense increase of $ 169,020 for miscellaneous administrative expenses, tenants services, maintenance contract costs, extraordinary maintenance, protective service costs, casualty losses, and insurance. Additionally, the proposed changes in the budget reflect an income increase of $107,900. This income increase is due to an increased insurance subsidy and prior year adjustment funds received from HUD. On November 25, 199.1 the Budget Committee of the Advisory Housing Commission met to review this proposed Budget Revision No. 1 and recommended approval to the Advisory Housing Commission. At its Regular Meeting on November 25, 1991, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3620 indicating review and approval of Revision No. 1 to the Operating Budget and Resolution No. 3621 certifying compliance with Section 207(A) of the Annual Contributions Contract. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolutions No. 3620 and 3621, the Housing Authority of the County of Contra Costa would not be in compliance with HUD budgeting procedures for the public housing program. (4) That all proposed rental charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract.
