SUBJECT: THE PUBLIC LIBRARY: IN PARTNERSHIP WITH COMMUNITIES GRANT APPLICATION
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Library to apply for and accept Surdna Foundation funds in the
amount of $50,000 for the period January 1 , 1992 through December 31 , 1992 to:
1. Develop a service program and facility plan for a new library facility in the City of Concord that
uniquely reflects the needs of that community.
2. Work with the City of Concord and community groups within the city to build understanding and
support for the project.
3. Identify potential funding sources for implementing results of the project.
FINANCIAL IMPACT:
The Surdna Foundation will fund at least 50% of the total cost of the project. Additional matching funds
.have to come from new sources of funding not currently used to support the existing library budget.
In kind contributions can also be used. The Surdna Foundation is actively soliciting support from other _
foundations to provide the matching funds. No county funds would be required, except in t e of
in kind contributions.
BACKGROUND:
The Contra Costa County Library is one of 14 libraries nationwide that has been invited to participate
in this grant project. The project is a collaborative venture of the Public Library Association, Partners
for Liveable Places, a Washington, D.C. based consulting firm that specializes,in the area of public
sector cultural and economic amenity consulting, and the Project for Public Spaces, a New York based
architectural firm that specializes in public sector architectural planning. The overall goal of the project
is a joint program of research, technical assistance, and public outreach to demonstrate how libraries
can become catalysts for change and revitalization in their communities.
In early 1991 the City of Concord applied for state bond funds to construct a new 80,000 square foot
library facility and new County Library headquarters. The grant application was rejected on technical
grounds. This grant will enable the planning for the project to continue and will enhance the project
by broadening public input and ensuring that the new facility being planned is responsive to local
community needs. The City of Concord has indicated preliminary support for the grant application.
