SUBJECT: Accept the Roadway Design Reports for the Relocation of Vasco Road

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the Public Works Director to accept and sign the Roadway Design Reports for the
relocation of Vasco Road,which reports have been prepared by consultants hired by the Contra
Costa Water District (CCWD).
[I. Financial Impact:
None. The Water District has been reimbursing all County costs for reviewing and commenting
on the report (100% CCWD).
Ill. Reasons for Recommendations and -Background:
In 1988, the voters approved a bond measure to finance the construction of CCWD's Los
Vaqueros Reservoir in the southeastern portion of the County. Vasco Road will need to be
relocated since the existing roadway will be flooded by the reservoir. The road relocation project
was split into two segments (A and B) and, CCWD has hired consultants to design both
segments. The first step in the Vasco Road relocation project is the preparation and acceptance
of a Roadway Design Report for each segment.
The Roadway Design Reports, which have been reviewed by County Public Works staff,
represent the results of the final roadway alignment study. Tudor Engineering Company and
Bechtel Corporation, consultants for segments A and B respectively, have prepared the

Roadway Design Reports with direction from CCWD and oversight from the Alameda County
Public Works Department and our own Public Works Department. The reports contain the
recommended roadway design standards and right of way requirements necessary for the
construction of the new roadway. They will also serve as the basis for the preparation of the final
contract plans, specifications and estimates. The County's General Plan has already been
amended to include the relocated road in its circulation element.
CCWD is managing the whole road relocation project, including their environmental,
geotechnical, design and construction management/inspection consultants. The EIR for the
Vasco Road relocation project was certified by the CCWD Board of Directors on September 26,
1990.
Once the relocated Vasco Road is constructed, the County will take over its operation and
maintenance and will also vacate the "old" Vasco Road. .Therefore, Public Works staff has been
providing oversight of CCWD's design efforts to ensure compliance with Caltrans' and County
standards. Alameda County Public Works staff is performing a similar role for portions of the
project within Alameda County.
CCWD has requested that the County accept the Roadway Design Reports to indicate the
County's concurrence with the basic design features for the relocated road. The County's
acceptance of the reports would not relieve CCWD or its consultants of any liability in connection
with the roadway design.
IV. Consequences of Negative Action:
Failure to approve the Roadway Design Report could delay the construction of the Los Vaqueros
Reservoir.
