THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on November 27 , 1990 , by the following vote:
AYES: Supervisors Powers, Schroder, McPeak, Torlakson, Fanden

ABSENT: None
ABSTAIN: None

SUBJECT: Utilities Undergrounding Policy
On October 30, 1990 the Board deferred decision to this
date on clarification of the undergrounding of utilities policy as
proposed by the Public Works Director.
Milton Kubicek, Deputy Public Works Director, advised
that his department recommends the requirement for undergrounding
of utilities on existing County roads fronting new subdivisions,
with the only exception being transmission lines, which tend to be
very costly. He noted that these would be evaluated on a
case-by-case basis, with exceptions granted if the costs were too
high.
Guy Bjerke, 1280 Boulevard Way, Suite 211, Walnut Creek
94596 , representing the Building Industry Association (BIA) ,
expressed his appreciation to the Board for allowing the extra time
for BIA members to review the policy. He advised that the builders
support the Public Works Director' s recommendations, provided there
is the flexibility to allow evaluation of individual projects where
the costs may be prohibitive.
Supervisor Tom Powers recommended that the Public Works
staff and BIA representatives work together to establish standards
for undergrounding requirements.
Supervisor Tom Torlakson referred to the PUC
undergrounding fund and recommended that staff look at ways to
increase the County' s allocation from that fund.
Board members being in agreement, IT IS ORDERED that the
following actions are APPROVED:
1. APPROVED change in policy to require undergrounding of
utilities on existing County roads fronting new
developments;
2. REQUESTED Public Works staff to work with Building
Industry representatives to establish standards and
guidelines for undergrounding requirements; and
3 . REQUESTED Public Works Director to investigate the
possibility of an increased County allocation from the
PUC undergrounding fund.
