Approve and authorize the County Administrator to execute on behalf of the County a contract with SRJ. Jackson, Barish & Associates for legislative representation in Sacramento during the period January 1, 1991 - December 31, 1992 with a payment limit for the two years of $156, 000. 2. Authorize the County Administrator to .attach to the contract as a Work Plan for calendar year 1991 the Board' s Legislative Program as it is adopted by the Board on November 27 , 1990 and thereafter to attach as a Work Plan for calendar year 1992 the Board' s adopted 1992 Legislative Program. BACKGROUND: For the past several years the County has contracted with SRJ. Jackson, Barish & Associates and its predecessor firms. As we have reported to the Board of Supervisors in periodic reports, and most recently in the Final Status Report on the Board' s 1990 Legislative Program, we have been exceptionally successful, particularly in 1990, in achieving passage and enactment of the major pieces of the Board's Legislative Program. Several department heads have commented that the legislation which was of particular interest to them would not have passed without the efforts of Clay Jackson and Les Spahnn. We are, therefore, recommending that the Board contract again with Mr. Jackson' s firm, this time for a two year period encompassing the entire 1991-92 Session of the Legislature. This Program, once adopted by the Board of Supervisors, becomes the Work Plan for this contract. As the Board is aware 1991 will be a critical year as the new Governor and Legislature struggle with many of the same budget problems which confronted the State in 1990 and, in addition, begin to grapple with issues of regional governance. We believe that it is important for the County of Contra Costa to provide leadership and influence in. these deliberations. This can best be achieved, we believe, with the approval of this contract, along with the frequent (almost daily) contact which makes this contract work and with frequent input from those department heads who have items in the Legislative Program and who are most impacted by the discussions around the state budget.
