Spooner, Contracts Administrator Costa DATE: November 9, 1990 4i) Courty SUBJECT: Approval of Novation Contract #24-451-4 with Eileen Lynch SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION " I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-451-4 with Eileen Lynch the amount of $53,180 for the period from July 1, 1990 through June 30, 1991 for provision of Driving Under the Influence (DUI) Alcohol Program monitoring services. This contract includes a six-month automatic contract extension from June 30, 1991 through December 31, 1991 in the amount of $26,590. II. FINANCIAL IMPACT: This Contract requires no County dollars. It is included in the Health Services Department's FY 1990-91 Budget and is funded entirely from DUI Program fee collections as follows: First Offender Level I Program Fee Collections: $15,740 First Offender Level II Program Fee Collections: 18,720 SB 38 Post Conviction Program Fee Collections: 18,720 Total Payment Limit $53,180 III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The State requires the County to administer and monitor the DUI Programs. These programs have increased in scope during 1990 with the passage of SB 1344 and SB 1623 stating that all First Offender Programs, both Level I and Level II, must now be licensed by the State of California and the Programs have changed from an education format to an intervention/treatment model; therefore, the monitoring responsibilities have greatly increased. The Alcohol/Drug Abuse Administration is in the process of creating a new job classification and position, which will replace this contract, to carry out the DUI Alcohol Program monitoring activities under the supervision of the County's Alcohol Program Chief, Novation Contract #24-451-4 replaces the six-month automatic extension under prior Novation Contract #24-451-3 which was approved by the Board on October 31, 1989.
