SUBJECT: Approve submission of Funding Application #28-503 to the U.S. Department of Health and Human Services for "Middle School Violence Prevention" Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve submission of Funding Application #28-503 to the U.S. Department of Health and Human Services in the amount of $249,975 for the period October 1, 1991 through September 30, 1994 for the "Middle School Violence Prevention" Program in West County. II. FINANCIAL IMPACT: Approval of this application by the U.S.Department of Health and Human Services will result in $249,975 of foundation funding for the Department's "Middle School Violence Prevention" Program in West County. Sources of funding are as follows: $249,975 U.S. Department of Health and Human services 15,359 County Share (In-Kind) 4, 000 State Department of Mental Health 70, 000 United Way of the Bay Area 15, 000 Community Agencies of the PACT Task Force 10, 000 Richmond Unified School District $364, 334 Total Program This request is for the first year of funding for a three year program from the U.S. Department of Health and Human Services. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: From 1987 to 1988 there was a 35% rise in the number of juvenile arrests for assaults -in Contra Costa County. West County youth accounted for 85% of the area's juvenile arrests for assault. Sexual assault is even more concealed, yet the rate of sexual assault and rape for West County is consistently more than twice the Central County rate. Fifty percent of sexual assaults reported to West County Rape Crisis were of children between 6-17 years old. Richmond Unified School District reports that three times as many weapons were taken away from elementary school students in the 1988-89 school year than in the previous year. This project will strengthen and expand current efforts underway in the community involving a number of nonprofit agencies. The task force approach will minimize duplication of services. The goals of the program are to reduce rates of intentional injuries among adolescents in West Contra Costa; increase aware- ness, knowledge and participation of community members in violence prevention efforts; increase capability of human service organiza- tions to deliver effective violence prevention services and increase the capabilities and collaborative efforts between State and local health agencies in addressing intentional injury prevention issues. In order to meet the deadline for submission, the application has been forwarded to the U.S. Department of Health and Human Services, but subject to Board approval. Three certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit for submission to the U.S. Department of Health and Human Services.
