('Rev. )-__ -. :. -'- -.... ._. .,.._s_,u..•,..., ,4 CONTRA COSTA COUNTY C5-1-862 ($2923-3553) HEALTH SERVICES DEPARTMENT RISK REDUCTION SPECIALIST DEFINITION: Under direction, implements risk reduction activities for the Environmental Health Division; may provide work direction to others; and performs related work as required to develop educational programs and concomitant public policies. DISTINGUISHING CHARACTERISTICS: Incumbents in this class are assigned to the Environmental Health division and are responsible for the environmental/occupational risk reduction education for select programs. This class is distinguished from Hazardous Materials Specialist in that the former is not highly technical in nature, but incumbents must be familiar with key aspects of public protection from hazardous materials and other environmental/occupational exposures. TYPICAL TASKS: Plans, conducts, and evaluates the health education aspects of departmental programs, and recommends policies to protect and promote public , environmental and occupational health; develops educational and interventions for small , medium and large quantity hazardous waste generators, the county, cities, fire and sanitary districts, franchisors/ franchisee agencies, and others; integrates education programs into the generator, underground tank, solid waste, and other inspection programs; responds to the Hazardous Materials Commission, Solid Waste Commission, and Public and Environmental Advisory Board' s requests for environ- mental education programming; coordinates civic leadership, community agency, business, labor union, fire and sanitary district, and concerned individuals to promote source reduction, recycling and the proper treatment and disposal of hazardous wastes, and participates in regional waste reduction activities; works cooperatively with the Community Development Department, Public Health Division, and other governmental agencies to integrate educational opportunities into regu- latory, enforcement, and permitting programs; prepares training programs for agency staff, businesses, community organizations and the general public; conducts needs assessments on environmental/occupational education needs and develops edu- cational programs to meet them; utilizes public media channels for .program promo- tion; evaluates public documents (EIRs, land-use, permits, etc. ) as necessary and responds to public inquiries regarding the proper use, storage and disposal of hazardous materials. . MINIMUM QUALIFICATIONS: Licensed Required: Valid California Motor Vehicle Operators License. Education: Possession of a masters degree from an accredited college or university with a major in public or environmental health, health services administration, business administration, biological/chemical sciences or closely related field. Experience: One year of full time experience or equivalent in a health serivces/civic agency, or community/business/occupational education program per- forming environmental health education work. KNOWLEDGE, SKILLS and ABILITIES: Knowledge of the principles, theories, techniques, and practices of environmen- tal and occupational health education including waste minimization, environmen- tal degradation and public/individual health exposure mechanisms, and r "atory/enforcement requirements; the ability to apply this knowledge to regulatory/enforcement motivate a technical staff, government agencies, businesses, industrial asso- ciations, and other groups and individuals to increase environmental and
