MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 27, 1990 SUBJECT: 1991/92 Environmental Enhancement and Mitigation Program Applications 0676-6P1039 SPECIFIC REQUEST(S).OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and authorize the submittal of the following Environmental Enhancement and Mitigation Program Applications, AB471: 1) A Bike/Equestrian Trail on the North cut bank terrace of the proposed State Route 4 Grade Lowering Project. 2) A tree planting project on Danville Blvd. from Rudgear Rd. to EI Portal to mitigate the widening of State Route 680. II. Financial Impact: Environmental Enhancement Funds will cover 100% of the estimated project cost. III. Reasons for Recommendations and Background: The bike trail project over the Willow Pass Grade is a major link in the Delta-De Anza Trail which will connect the Iron Horse Trail in Concord to many feeder trails and park facilities in the East County. The bike trail will also mitigate the closure of Port Chicago highway by providing a trail at a reasonable grade (3.5.% maximum) to connect East and Central County. The alignment of the trail was chosen as a result of an extensive study by a private consultant. The trail will be maintained by the East Bay Regional Park District. Reasons for Recommendations and Background: (Cont.) The widening of Highway 680 between Rudgear Road and the Alameda-Contra Costa County line will result in the loss of a landscaped median area. In order to mitigate this loss the Environment Impact Report for this project suggested that landscaping be provided at various interchanges and on a parallel route. Danville Blvd. was chosen as a parallel route to receive the landscaping due to the existence of an extensive landscaping plan. This project is supported by many local groups including the Alamo Improvement Association and the Danville Blvd. of Trees. IV. Consequences of Negative Action Failure to approve and authorize the submittal of the environmental enhancement applications will eliminate a potential funding source, which might jeopardize project completion.
