Hoffman Solid Waste Manager ontra • C Costa DATE: November 27, 1990 SUBJECT: Closure of the Contra Costa Sanitary Landfill COLIV SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION - RECOMMENDATIONS Authorize the Chair, Board of Supervisors to sign a letter to 'Silvio Garaventa, Sr. , Contra Costa Waste Services, Inc. ,that I. expresses the Board's support for the formation of a Neighborhood Advisory Committee to work with the owner of the Contra Costa Sanitary Landfill to determine neighborhood preferences on the appearance and use of the landfill following closure; 2. requests that the landfill owner provide the County information on current closure and postclosure cost estimates, current available funding for closure and ongoing collections for closure; 3 . expresses the Board's support for a definite closure date for the landfill. BACKGROUND The owner of the Contra Costa Sanitary Landfill has requested an increase in the height limit of the landfill to allow for continued receipts at the landfill, up to 275 feet. The Draft Environmental Impact Report has been completed and the comment period closed on November 16, 1990. It is anticipated that a hearing will be held by the local enforcement officer in mid-January. Any changes to the Solid Waste Facilities Permit by the local enforcement office requires concurrence by. the California Integrated Waste Management Board. Neighbors of the Landfill and the City of Antioch have expressed concern over the ultimate appearance, use and closure date of the Landfill. Supervisor.' Tom Torlakson has sponsored several meetings with interested parties to increase communication and resolve issues. The City of Antioch agrees that a committee composed of County, city and neighborhood representatives working with the landfill owner on the closure plan would facilitate the process. A definitive closure date would also be helpful in allaying neighborhood concerns over continued operation of the Landfill.
