(dba Boys and Girls Club of East County) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) ac BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute on behalf of the County, Standard Contract #24-577 with Pittsburg Boys Club, Inc. (dba Boys and Girls Club of East County) in the amount of $112,188 for the period from November 29, 1990 through June 30, 1991' for drug abuse treatment services for residents of public housing in Richmond (at El Pueblo Housing Development) . This Contract includes a five-month automatic contract extension through November 30, 1991 with a $62,416 payment limit for the extension period. II. FINANCIAL IMPACT: This Contract is funded in the Health Services Department Budget by monies from the Federal Office for Treatment Improvement for Critical Populations subsequent to an application which was approved by your Board on May 14, 1990. No County match is required for this program. III. REASONS FOR-RECOMMENDATIONSZBACKGROUND: In the Federal 1988 War on Drugs legislation, Congress created a new agency called the Office for Treatment Improvement within the Department of Health and Human Services. With limited funding, the purpose of this new office was to improve, not necessarily expand, drug abuse services. A May 22, 1990 Board Order approved the development of a proposal that would respond to the need for drug abuse services for residents of public housing. That proposal was successful in obtaining funding by the Office for Treatment Improvement and is being allocated through the State Department of Alcohol and Drug Programs to the Contra Costa County Health Services Department. This contract's funding is reflected in the Department of Drug and Alcohol Program's October 2, 1990 FY 1990-91 final allocation letter (under Federal Category #13.902. ) Implementing these drug abuse services through Contract #24-576 will provide much needed services to a critical population.
