Spooner , Contracts Administrato Costa Pq DATE: November 13, 1990u�'�ty Approval of Novation Agreements 424-384-7(6) and I 4-2 SUBJECT?4'th Rica and Dominga Torneros (dba Torneros Residential Care Home #2 and Torneros Residential Care Home #1 ) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director or his designee (Max Cowsert ) to execute on behalf of the County, Novation Agreements #24-384-25 (4) and 424-384-7 (6) with Rica and Dominga Torneros (dba Torneros Residential Care Home #1 and #2 , respectively) which provide supplemental residential care services for mentally disordered adults , as mandated by the State Department of Mental Health under California Code of Regulations Section 549 ( SB 155 ) . Each Novation Agreement term is July 1 , 1990 through June 30 , 1991 , with provision for a six- month automatic contract extension , in the amount of $23 , 232 for Home # 1 and $27 , 732 for Home #2 . The payment limit for Novation Agreement #24-384-25(4) is $46 ,464 . The payment limit for Novation Agreement 124-384-7 (6) is $55 ; 464 . II . FINANCIAL IMPACT : These Agreements are fully funded in the Health Services Department Budget (Org . #5942 ) under the County ' s SB 155 Supplemental Residential Care Services allocation for FY 1990-91 . A 10% County match is required as follows : Home #1 Home X62 $41 , 818 $49 , 918 State Supplemental Residential Care Funds 4 ,646 5,546 County Matching Funds $46, 464 $55 ,464 Total Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND : SB 155 was signed by the Governor on September 30 , 1985 , and provides supplemental residential care services for mentally disordered adults . According to SB 155 regulations , the County designates and enters into agreements with licensed facilities which agree to accept clients who require supplemental services . These Agreements allow Contra Costa County to continue placing individuals into the community who might otherwise remain in more expensive hospital care for longer periods of time than is necessary. This contractor is able to provide residential care services for a total of 22 clients in these two facilities .
