PROPOSAL TO SAN FRANCISCO FOUNDATION:
PARTIAL FUNDING CHILDREN'S COORDINATOR
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION.
RECOMMENDED ACTION
Authorize the Social Service Department Director to submit and sign a grant
application for project funds to be awarded by the San Francisco
Foundation. The Youth Services Board will use these funds for a full-
service Interagency Children's Coordinator contract.
FINANCIAL IMPACT
The grant, if received, will be•awarded in the amount of $25,000 a year for
three years. $25,000 County funding is required for fiscal year 90/91 which
will be prorated among participating departments.
BACKGROUND
Contra Costa County's Youth Services Board is proposing to implement a
Family-Centered Services Delivery System that builds on investments and
activities of the past few years, but also represents significant steps forward
in developing, reorienting and coordinating services to the County's children
and families. Specifically, the Youth Services board proposes to:
• expand its capacity to strengthen families and prevent unnecessary
placement of children in costly out-of-home care;
• begin development of a comprehensive system of preventive and early
intervention services for families at risk;

• ensure a stable financing base for more effectively meeting the needs of
Contra Costa's vulnerable children and families; and,
• establish an ongoing interagency planning process involving
representatives of all key public and private agencies serving children
and families, as well as community and advocacy representatives.
