ATTESTED: —1gQa PHIL BATCHELOR,Clerk of the Board of Supervisors and County Administrator ........... Contra Costa County Health Services Department ENVIRONMENTAL HEALTH DIVISION OCCUPATIONAL HEALTH/HAZARDOUS mxrERIA OCT 221990 TO: Tom Powers Supervisor, District 1 FROM: William B. Walker, M.D. Health Officer and Director of Environmental Health SUBJECT: Proposed Noise Ordinance DATE: October 17, 1990 - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Several weeks ago you were mailed a copy of a draft noise ordinance. The draft was a modified version of the 1979 draft noise ordinance that was not adopted at that time. On 10 October 1990 the Health Services Department met with County Counsel, Community Development and the County Administrator' s Office in order to review and plan the next stage of processing this proposed ordinance. It was a consensus opinion that an Issues and options paper needs to be developed and forwarded to the Environmental Affairs Committee by 26 November 1990. It became apparent after our review that it is very difficult to access several critical issues just by reading the draft ordinance. Many of these issues were discovered while the draft was produced. In addition, a variety of concerns were' received by local industry as well as other County agencies. I intend to document these matters and provide explanations, options and background informations into this paper. . . It would be helpful to have both documents in hand when making a decision.
