A similar request has been received from the Contra Costa Water District. The Board of Supervisors itself has indicated an interest in having an additional seat. On October 22, 1990 our Committee met with , Everett Jenkins, representing the City of Richmond and County staff. We were advised that the Integrated Waste Management Task Force itself has recommended that the Board of Supervisors wait until the Integrated Waste Management Plan is submitted to the State of California on January 1, 1992 and then consider the need to enlarge the Task Force. However, our Committee believes that the requests for all three additional seats are well justified. However, we also recognize that changing the composition of the Task Force requires the concurrence of a majority of the cities in the County having a majority of the incorporated population in the County. We are, therefore, asking that the City of Richmond approach the Contra Costa Mayors ' Conference and ask the Mayors ' Conference for their support and for the necessary votes in support of all three additional seats on the Task Force. If and when we receive some level of assurance that there are sufficient cities willing to support these additional seats, we would certainly recommend that the Board of Supervisors agree to the additional seats. In the absence of such assurance from the cities it will accomplish nothing for the Board of Supervisors by itself to approve such an increase in the membership of the Task Force. cc: County Administrator Community Development Director County Counsel The Hon.
