SUBJECT: REPORT ON REQUESTS TO EXPAND THE INTEGRATED WASTE MANAGEMENT
TASK FORCE (AB 939 TASK FORCE)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS•
1. Indicate to the Contra Costa Mayors' Conference that the
Board of Supervisors would be willing to enlarge the
Integrated Waste Management Task Force by three seats,
providing that there is sufficient support on the part of
the cities to enact the necessary changes to the composition
of the Task Force, as follows:
* One seat for the City of Richmond
* One seat for the Contra Costa Water District
* One additional seat for the Board of Supervisors.
2. Authorize the Chair of the Board of Supervisors to send a
letter to the Mayor of Richmond indicating that the Board of
Supervisors is willing to enlarge the Integrated Waste
Management Task Force as noted above and asking the City of
Richmond to assume the responsibility to approach the Contra
Costa Mayors' Conference with a request for an indication
that there is sufficient support on the part of the cities
to meet the necessary requirement for amending the
composition of the Task Force.
BACKGROUND:
The Board of Supervisors has received and referred to our
Committee a request from the City of Richmond to be represented

on the Integrated Waste Management Task Force. A similar request
has been received from the Contra Costa Water District. The
Board of Supervisors itself has indicated an interest in having
an additional seat.
On October 22, 1990 our Committee met with , Everett Jenkins,
representing the City of Richmond and County staff. We were
advised that the Integrated Waste Management Task Force itself
has recommended that the Board of Supervisors wait until the
Integrated Waste Management Plan is submitted to the State of
California on January 1, 1992 and then consider the need to
enlarge the Task Force.
However, our Committee believes that the requests for all three
additional seats are well justified. However, we also recognize
that changing the composition of the Task Force requires the
concurrence of a majority of the cities in the County having a
majority of the incorporated population in the County. We are,
therefore, asking that the City of Richmond approach the Contra
Costa Mayors ' Conference and ask the Mayors ' Conference for their
support and for the necessary votes in support of all three
additional seats on the Task Force. If and when we receive some
level of assurance that there are sufficient cities willing to
support these additional seats, we would certainly recommend that
the Board of Supervisors agree to the additional seats. In the
absence of such assurance from the cities it will accomplish
nothing for the Board of Supervisors by itself to approve such an
increase in the membership of the Task Force.
